The administrative service of the Municipality
shall be under the Chief Administrator and shall be comprised of the
following departments and directors:
A.
Department of Administration, Chief Administrator.
B.
Department of Finance, Director.
C.
Department of Community Development, Director.

D.
Department of Public Works, Director.
E.
Department of Police, Chief of Police.
F.
Department of Engineering, Director.
G.
Such other departments as may be created by amendments
to this code.
A.
Directors of departments shall be appointed and removed in accordance with § C-80 of the Charter. Each department director shall perform all duties required by his office, ordinance, the Charter and law, and he shall perform such duties not in conflict therewith as may be assigned by the Chief Administrator.
B.
Under the direction of the Chief Administrator, each
department director shall:
(1)
Direct employees in the performance of all duties
and responsibilities required of the department and its subordinate
units as provided by law, the Charter and ordinance.
(2)
Be immediately responsible to the Chief Administrator
for the effective administration of his department and all activities
and functions assigned thereto.
(3)
Subject to the approval of the Chief Administrator,
prescribe the internal organization of his department and its subordinate
units and the duties of subordinate officials and employees of the
department.
(4)
Be responsible for the work of his department and
supervise and direct the work of the employees of his department,
measure the performance of the employees in accordance with approved
procedures and report regularly to the Chief Administrator.
(5)
Subject to the approval of the Chief Administrator,
furnish to any department or unit of the Municipality services, labor,
materials and equipment that may be needed to perform a municipal
function or service.
(6)
Prepare and submit to the Chief Administrator whatever
reports the Chief Administrator may require, including periodic reports
relating to departmental activities.
(7)
Plan and execute appropriate training for departmental
purposes.
(8)
Recommend to the Chief Administrator policies and
procedures designed to improve the quality of municipal functions
and services.
(9)
Meet regularly with the appropriate Council committee
for informal discussion.
A.
Function of Department. The Department of Administration
shall be responsible for performing staff functions for the Chief
Administrator and assisting departments, boards, commissions and units
of the Municipality in carrying out their duties.
B.
Director of Department. The Department of Administration
shall be headed by the Chief Administrator, who shall be responsible
for the performance of the function of the Department. The duties
of the director are to:
(1)
Administer the personnel system of the Municipality
subject to the provisions of law, the Charter or ordinance, including
such matters as:
(a)
Recruiting and recommending persons for municipal
employment.
(b)
Developing and maintaining the position classification
and pay plans.
(c)
Participating in and administering labor relations
programs, including contract negotiations, contract administration
and related programs.
(d)
Developing and maintaining personnel rules and
regulations.
(e)
Assisting departments in developing and conducting
employee training and development programs.
(f)
Assisting departments in preparing personnel
planning programs.
(2)
Review, analyze and recommend improvements in the
administrative organization and procedures throughout the Municipality.
(3)
Assist departments and other units of the Municipality
in the development of administrative manuals and in the solution of
administrative and organizational problems.
(4)
Oversee the Recreation Coordinator, who shall be responsible
for developing, conducting and supervising recreation programs.
(5)
Perform such research and studies as the Mayor may
direct.
(6)
Prepare and carry out public relations programs.
(7)
Maintain property and inventory records.
(8)
Provide staff assistance to boards and commissions,
where appropriate.
A.
Function of Department. The Department of Finance
shall be responsible for the administration of activities pertaining
to the receipt, expenditure, accounting, investment, custody and control
of municipal funds and assets, except to the extent that such activities
are otherwise provided for by law, the Charter or ordinance.
B.
Director of Department. The Department of Finance shall be headed by a director who shall be responsible to the Chief Administrator for the performance of the function of the department. The director of the Department shall be the chief fiscal officer of the Municipality and shall be appointed by the Mayor with the advice and consent of Council in accordance with § C-117 of the Charter. The duties of the director, as set forth in § C-118 of the Charter, are to:
(1)
Collect all moneys due or receivable by the Municipality,
except those paid to the Director of the Department of Tax Collection,
and issue receipts therefor.

(2)
Deposit municipal moneys in the official depository
as soon as practicable after receipt.
(3)
Keep accurate and complete accounts of all receipts
and disbursements.
(4)
Annually state the Department's accounts and lay the
same, together with all related books and vouchers, before the auditors
of the Municipality.
(5)
Disburse municipal funds pursuant to authorizations
for payment made by Council and ensure that no payment is made or
obligation incurred against any appropriation except in accordance
with the designated budget appropriations.
(6)
Sign, along with the Mayor, all checks, drafts and other instruments which disburse municipal funds, subject to the provisions of § C-113 of the Charter.
(7)
Pay over all moneys remaining in the treasury and
deliver all books, papers, accounts and other things belonging to
the Municipality to any successor.
(8)
Provide assistance to the Chief Administrator in the
development of operating budgets, long-term fiscal programs and related
budgetary and administrative analyses, including:
(a)
Developing a budget calendar, forms and procedures
subject to the provisions of law, the Charter or ordinance.
(b)
Participating in budget analyses and hearings
relative to budget requests, budget amendments and budget allocations.
(c)
Maintaining budget expenditure control during
the course of the fiscal year and keeping the Chief Administrator
informed on the progress and development of plans, policies and programs
as they relate to the budget.

A.
Function of Department. The Department of Community
Development shall be responsible for the administration and coordination
of planning, zoning and subdivision and land development in the Municipality.
B.
Director of Department. The Department of Community
Development shall be headed by a director who shall be responsible
to the Chief Administrator for the performance of the function of
the department. The duties of the director are to:
(1)
Receive, review and process all applications for subdivisions,
site plans, zoning changes, grading permits, in conjunction with the
Director of the Department of Engineering, and environmental impact
statements and present recommendations thereon, as well as all comments
received from any reviewing agency, to the Planning Commission.
(2)
Recommend to the Planning Commission additional requirements,
terms and conditions incidental to ensuring effective and orderly
community development, adequate density control, protection and preservation
of the environment in general and the accommodation of proposed projects
to the physical configuration of the land on a proposed site in the
absence of or as a supplement to any provisions or standards established
by ordinance.
(3)
After discussion and review with the Planning Commission,
forward his recommendations on the above items to Council, along with
all comments received from any reviewing agency.
(4)
Make recommendations to the Chief Administrator concerning
available federal and state funds for the Municipality in such areas
as water, sewers, parks, recreation and any other area affecting the
growth of the Municipality.
(5)
Recommend to the Chief Administrator administrative
regulations designed to implement the provisions of this section.
(6)
Conduct such other related planning functions as may
be designated, from time to time, by the Chief Administrator or the
Planning Commission.
(7)
Provide technical assistance to the Planning Commission,
the Environmental Advisory Commission and the Parks and Recreation
Commission.
(8)
Attend all Planning Commission meetings and hearings.
(9)
Inspect all new land developments in conjunction with
the Director of the Department of Engineering, for interim and final
inspection reports, notices of noncompliance and recommendations of
performance surety release, and provide copies of all such documents
to the Council and Planning Commission.
(10)
Act as Chief Zoning Officer and supervise the Zoning
Officer and the Sewage Officers who are appointed by the Council.

C.
Code enforcement. The Director of the Department of
Community Development shall supervise the Code Enforcement Officer
or Inspector, who shall:
A.
Function of Department. The Department of Police shall
be responsible for the safety and protection of persons and property
within the Municipality.
B.
Director of Department. The Department of Police shall
be headed by a Chief of Police who shall be responsible to the Chief
Administrator for the performance of the function of the Department.
The duties of the Chief of Police are to:
(1)
Develop and implement programs for the prevention
of crimes against persons and property.
(2)
Enforce all applicable laws and ordinances.
(3)
Detect and apprehend offenders and suspected persons.
(4)
Maintain records and files of crimes and criminals.
(5)
Operate facilities for the temporary detention of
prisoners.
(6)
Develop and conduct community relations and educational
programs.
(7)
Operate and maintain the police radio and other municipal
radio and emergency communication systems as may be assigned to the
Department by the Chief Administrator.
(8)
Maintain records and logs relating to radio and emergency
communication systems as are required by law.
(9)
Operate and maintain equipment necessary to carry
out the above duties.
A.
Function of Department. The Department of Public Works
shall be responsible for the construction, operation and maintenance
of roads and facilities that are owned or maintained by the Municipality.
B.
Director of Department. The Department of Public Works
shall be headed by a director who shall be responsible to the Chief
Administrator for the performance of the function of the Department.
The duties of the director are to:
(1)
Construct and maintain the streets, bridges, curbs
and gutters of the Municipality, including provisions for snow removal
and ice control services.
(2)
Construct and maintain storm sewer structures, facilities
and appurtenances.
(3)
Install and maintain traffic control devices and directional
signs and signals and street name signs.
(4)
Maintain and provide for custodial services for all
municipal buildings.
(5)
Repair and maintain municipal vehicles.
(6)
Provide maintenance and development of facilities,
including plantings in municipal parks or other municipal property,
and oversee the Park Foreman.
A.
Function of Department. The Department of Engineering
shall be responsible for engineering services to the Municipality.

B.
Director of Department. The Department of Engineering
shall be headed by a director who shall be a registered engineer licensed
by the Commonwealth of Pennsylvania, who shall be responsible to the
Chief Administrator for the performance of the function of the department.
The duties of the director are to:
(1)
Prepare plans and specifications for the construction,
remodeling or maintenance of any municipal property or facility.
(2)
Plan, develop and design, in cooperation with other
appropriate municipal departments and commissions, park and recreation
facilities owned, acquired or designated by the Municipality.
(3)
Supervise the engineering of construction projects
undertaken by the Municipality.
(4)
Advise all departments that require engineering services.

A.
Function of the Department. The Department of Recreation
shall be responsible for the administration of the parks and recreation
programs and facilities in the Municipality.
B.
Director of Department. The Department of Recreation
shall be headed by a director who shall be responsible to the Chief
Administrator for the performance of the function of the Department.
The duties of the director are to:
(1)
Administer and expand existing recreation programs.
(2)
Prepare proposals for the development of new recreation
programs.
(3)
Establish and maintain effective communications with
school districts, service clubs and athletic organizations to promote
coordination of resources and facilities.
(4)
Work with the Department of Public Works to ensure
maintenance of park facilities.
(5)
Prepare detailed proposals for the acquisition or
development of new park and recreation facilities or modifications
of existing facilities.
(6)
Assist in the development of the annual operating
and capital improvement budgets as they pertain to the park systems
and recreation programs.
