A.
It shall be unlawful for any person to manage his dog or cat in such a way that the dog or cat becomes a nuisance by affecting adversely the health, safety, welfare, comfort or convenience of the public.
B.
No person shall allow his dog to continually and habitually bark or howl or his cat to continually or habitually screech and thereby disturb the peace of the neighborhood.
C.
Persons with defective eyesight or hearing while relying upon a dog specifically trained for these purposes shall be exempt from the operation of this section.
