It shall be unlawful for any person to engage
in any disorderly conduct within the limits of the Borough.
As used in this chapter, the following terms
shall have the meanings indicated:
Any act, word or conduct causing or tending to cause a disturbance
of the peace and good order of the Borough or causing or tending to
cause any danger, discomfort or annoyance to the inhabitants of the
Borough or users of the Borough thoroughfares, and shall include loafing,
fighting, drunkenness, vagrancy, begging, the making of unnecessary
noises, profanity or indecent language, reckless or careless driving
or any other use of vehicles by owners or occupants thereof as shall
endanger the safety or interfere with the comfort and convenience
of persons using or residing on the thoroughfares of the Borough.
It shall be unlawful to deposit in highways
and public places or on private premises without the consent of an
adult occupant thereof any sample drugs, medicines and medicated preparations
or to deposit in vestibules, porches or yards of any premises without
the consent of an adult occupant thereof any paper, advertisements,
handbills, waste or refuse of any kind, provided that this section
shall not apply to newspapers or handbills and advertisements enclosed
in envelopes.

A.
It shall be unlawful for any person to make, continue or cause to
be made or continued any loud, unnecessary or unusual noise or any
which either annoys, disturbs, injures or endangers the comfort, repose,
help, peace or safety of others within the limits of the Municipality
of Norristown. To be a violation of the law, the noises must either
be excessively annoying, loud or unusual.
B.
The following acts are declared to be unlawful:
(1)
Construction activities including hauling, excavation, demolition,
equipment operation, or any other construction activity that creates
a loud noise, between 7:30 p.m. and 7:00 a.m., Monday through Friday,
and between 8:00 p.m. and 9:00 a.m. on Saturday and Sunday. Exception:
Emergency operations to mitigate a hazard or restore utilities to
customers.
(2)
Trash or recycling pickup and hauling between the hours of 6:00 p.m.
and 6:00 a.m., Monday through Friday, and between 5:00 p.m. and 9:00
a.m. on Saturday and Sunday.
(3)
Deliveries, unloading, and opening of commercial goods between the
hours of 6:00 p.m. and 6:00 a.m., Monday through Friday, and between
6:00 p.m. and 9:00 a.m. on Saturday and Sunday.
C.
Festivals,
carnivals, parties and other gatherings, whether on public or private
property, shall be prohibited from generating music, singing, or prolonged
noise of any kind whatsoever between the hours of 9:00 p.m. and 10:00
a.m. Sunday through Thursday and between the hours of 10:00 p.m. and
10:00 a.m. Friday through Saturday.

D.
Parties
and gatherings at private residences in Norristown shall not be so
loud as to create noise that can be heard by adjacent neighbors at
a distance of 25 feet or greater.

A.
It shall be unlawful for any person in the Borough
to sell, to have possession of for sale or to transfer title by gift
or otherwise or to possess for any purpose whatever upon the public
highways, streets or alleys of the Borough, or places frequented by
the public therein, any knife of the general type known and designated
as a "switchblade knife," by which is meant and intended the type
of folding knife by which the blade folds or slides into the handle
and the blade of which may be released or opened or extended by spring
action or other automatic action upon the pressing of a button or
a release instrument or otherwise.
B.
It shall be unlawful for any person in the Borough
to have in his possession while upon the public streets or places
in the Borough where the public frequents or travels or to transport
within the Borough any knife, the blade or cutting edge of which exceeds
2 1/2 inches in length, unless the same shall be securely wrapped
or packed in a container, package or wrapping.

A.
Any person or persons violating the provisions of this chapter, except those that relate to violations of § 229-1, dealing with disorderly conduct, shall, upon being convicted thereof, be sentenced to a fine for the use of the Borough of not less than $25 nor more than $300, and the costs of prosecution, and in default of payment of the costs, shall be sentenced to imprisonment in the Borough lockup or county jail for a period not exceeding 30 days.
B.
Any person or persons violating the provisions of § 229-1, as they relate to disorderly conduct, shall, upon being convicted thereof, be sentenced to pay a fine of not less than $100 nor more than $300, and the costs of prosecution, and in default thereof, shall be sentenced to imprisonment in the Borough lockup or county jail for a period not exceeding 30 days.
