The Mayor is authorized to establish any traffic regulation not provided for by ordinance by written executive order for a temporary period not to exceed ninety (90) days, subject to the provisions of this chapter.
During the first week of the temporary period, a written communication shall be sent by the Mayor to notify the Council of such proposed regulation and the reasons therefor.
A. 
If an ordinance embodying any temporary regulation or any part thereof fails to be enacted by the Council, such regulation or any part thereof shall, at the end of the temporary period of ninety (90) days, cease to be effective.
B. 
If the Council directs that any temporary traffic regulation shall be discontinued immediately, the traffic control devices affecting such temporary regulation shall be removed at once and the regulation shall be void.
