Each Councilman of the Borough of Punxsutawney, during the term of his office, shall be paid a salary as set forth from time to time by the Borough Council.
At the biennial organization meeting of the Borough Council or as soon thereafter as practicable, the President of the Council shall appoint the following standing committees. Each committee shall consist of three members of said Council, the first named member of which shall act as Chairman thereof:
A. 
Legal and Finance.
B. 
Public Safety.
C. 
Public Works.
D. 
Public Service.
It shall be the duty of each committee to make prompt investigation of any matter referred to it by the Council and to make report of its investigation, findings and recommendations at the next regular meeting of the Council or sooner if required. All acts or things done by any committee shall be subject to the approval of the Council. Each committee shall make a regular monthly report.
Whenever an ordinance shall be passed by the Borough Council providing for the construction of a sewer, the grading or paving of any street or alley or any other municipal improvement wherein property owners are directly interested or subject to assessment for any part of the cost thereof, there shall be a public hearing before the Council at such time as may be specifically fixed therefor, before or after the approval of the engineer's plans as may be decided upon and prior to the acceptance of the estimates of cost and apportionment of the same among the respective property owners, at which all persons interested shall be summoned to appear and make known any complaints, objections, claims for exoneration or abatements they may have reasons for relief from the contemplated improvement and the cost thereof. Notice of such hearing shall be given by advertisement in connection with the official publication of the ordinance, and, after such hearing, no demands for relief, as indicated, shall be heard by the Council.
