Hereafter, it shall be unlawful for any person to erect, construct or
maintain any sign or banner over, across or upon any sidewalk or driveway
of any highway in the Borough unless such sign or banner shall
conform to the requirements of this article.
Every sign described in §
202-1 shall have interior construction framework commensurate with size and weight of the sign, one inch angles to be minimum. Guy wires, in all cases, shall be cable or equal in tensile strength to cable. Suspension points shall be bolts through wall with buckle plates, expansion bolts or other hanging methods of equal strength. The stability of the wall from which any sign is hung shall be sufficient in the opinion of the inspector. Signs, in all cases, shall be confined to a maximum width of 48 inches, and no part of any sign shall be closer than six inches to the curbline. The minimum mounting height from the surface of the sidewalk shall be 10 feet.

Despite the general prohibition of §
202-3B hereof, civic or other nonprofit, nonpolitical organizations may erect, construct or maintain banners only for civic purposes and only upon the issuance of an appropriate permit by the proper officer of the Borough.

Permits for the erection, construction or maintenance of banners permitted by §
202-4 hereof shall be issued only upon payment of such fees and shall be subject to such conditions as the Borough Council may, from time to time, establish by resolution, which resolution shall also designate the appropriate permit officer.

It shall be the duty of the Borough Council or its duly authorized official
to inspect all signs now existing or that may hereafter be erected over, across
or upon the sidewalks and driveways within the Borough, and, if they are found
to be nuisances or dangerous to the public safety, their immediate removal
shall be ordered.

Every person maintaining any sign or other device for advertising purposes
over, across or upon the sidewalks and driveways of the Borough shall annually
pay an inspection fee as set forth from time to time by resolution of the
Borough Council; such payment to be made on the first day of January of each
year to the Borough.
