The mains and pipes of any individual, partnership
or corporation now or hereafter laid in and under the public streets
and alleys of the Borough shall be inspected under direction of the
Street Committee at least three times in every year to the end that
the same may be kept in a safe and proper condition and the public
and property may be protected and safeguarded; in addition to the
duties already prescribed and notwithstanding like duties imposed
on other officers and committees of this Borough, it shall be the
duty of the Borough policemen and Borough official and those working
under them to keep constant watch on such pipes and mains and report
to the Street Committee and to the owners (or, if possible, make immediate
temporary repairs or relief) any defects in the surfaces above said
pipes and mains and breaks in the same to the end that persons and
property may be guarded and saved from damage and highways may be
preserved safe, passable, secure and unobstructed and the Borough
may be protected from liability for damages by reason of defects.
Said officers and employees shall report leaks, unfilled ditches and
other obstructions and shall display danger signals when necessary
if the same are not done by the owners.
Every person owning pipelines and mains under
and along the streets, alleys or highways in the Borough shall, after
30 days' written notice by the Council that the Council is about to
pave or repave any street or portion hereof, lay service lines from
said mains under the street to be paved, at intervals of 50 feet to
both curbs thereof, to the end that any future disturbance of such
paving for such purposes may be avoided.
