Title: These regulations shall be known as the
"Plumbing Code of the Borough of Ridley Park," hereinafter referred
to as "this code."

|
General: The Board of Health, defined to mean the
Board of Health or Health Officer, shall administer and enforce this
code.

103.2
|
Appointment: The Board of Health shall appoint
a Plumbing Inspector and such assistants as it deems appropriate to
enforce the provisions of this code. The Board of Health shall approve
the Code Official for the purposes of this code.

Fee Schedule: The fees for all plumbing work shall
be paid in accordance with a fee schedule adopted by Borough Council
of the Borough of Ridley Park, as said fee schedule may be amended
from time to time. Borough Council shall determine and approve any
fee refunds requested pursuant to Section 106.5.3.

Violation Penalties: Any person who shall violate
a provision of this code or shall fail to comply with any of the requirements
thereof or who shall erect, install, alter or repair plumbing work
in violation of the approved construction documents or directive of
the Code Official, or of a permit or certificate issued under the
provisions of this code, shall be guilty of a summary offense and,
upon conviction thereof, shall be sentenced to pay a fine not exceeding
$1,000 and in default of payment thereof shall be imprisoned for a
period not exceeding 30 days. Each day that a violation continues
shall be deemed a separate offense.

Appeals: Appeals to the Board of Appeals may be
taken by any person aggrieved by a decision or interpretation of the
Code Official made under the provision of this code. The Board of
Appeals may adopt reasonable rules and regulations for conducting
its hearings. All Board hearings shall be open to the public. The
decision of the Board shall be by resolution. Certified copies shall
be furnished to the appellant and to the Code Official.

Purpose. The purpose of the Council is to standardize
the technical qualifications of the persons to be certified as master
and journey person plumbers by establishing and administering a required
regional examination. This will provide uniformity in the licensing
process and will result in reciprocal recognition of licensees between
participating municipalities. The Council also provides an appeals
process for all questions relating to the examinations and to resolve
any and all disputes arising out of claims that the municipality has
failed to abide by their agreement with the Council.

Requirements for master plumber and journey person plumber.

A.
|
A master plumber applicant who has successfully met the training,
experience and proficiency requirements established by the Council
will be issued a certificate stating such. The certificate will be
valid for a period of not more than five years from its issue date.
Upon presenting this certificate to the Ridley Park Borough Plumbing
Inspector, and as long as all other provisions of the Plumbing Code
and applicable ordinances have been met, the Plumbing Inspector will
issue a Borough plumbing license.

The examinations for master plumber and journey person plumber
certification will be administered by the Regional Examination Board.
The Borough of Ridley Park shall have no other examining board. Applications
for the examinations shall be available from the Ridley Park Borough
Plumbing Inspector.

C.

The Borough of Ridley Park will accept and abide by the decisions
of the Regional Examination Board and the Regional Board of Appeals.

D.
|
The experience requirements for examination eligibility shall
be as follows:

Master plumber. No person shall be qualified to take the master
plumber's certification examination without having been a registered
apprentice plumber for at least 48 months and a licensed journey person
plumber for at least 12 months or has been a licensed journey person
plumber for at least 60 months.

Journey person plumber. No person shall be qualified to take
the journey person plumber's certification examination without
having been a registered apprentice plumber for at least 48 months.

Participation. The Borough of Ridley Park may withdraw from
participation in the agreement by giving notice to the Plumbing Council
and to all of the other participating municipalities of its intention
to do so. Upon transmission of such notice and its receipt by the
Plumbing Council and the other participating municipalities, the other
municipalities are relieved of any duty or obligation under the Code
of the Borough of Ridley Park. The action of withdrawal shall in no
way act to evoke any master or journey person license issued by the
Borough of Ridley Park or licenses reciprocally issued in any other
participating municipality prior to the time of withdrawal. Further,
until such time as notice of withdrawal is given, the Borough of Ridley
Park shall not refuse to issue a license to any person who has been
otherwise certified for a license under the terms set forth by the
Plumbing Council.

Regional Examination Board. The Council of the Borough of Ridley
Park shall appoint one representative and one alternate to represent
them on the Regional Examination Board, all of whom shall be duly
qualified master plumbers. The Borough of Ridley Park shall be represented
by the principal member only, and the alternate may act only in the
absence of said principal representative. These appointments shall
be made by resolution and shall be for a term of four years.

Regional Board of Appeals. The Council of the Borough of Ridley
Park shall appoint one representative to the Regional Board of Appeals
who shall be that person who is designated by the Plumbing Code to
administer said code. This appointment shall be made by resolution
and shall be for a term of two years.

Examination fees. A separate fee shall be paid for the master
plumber and journey person plumber examinations. These fees shall
be set and collected by the Plumbing Council. All fees shall be placed
in a fund to be held by the Plumbing Council to cover properly payable
expenses required in carrying out the terms of the agreement. The
applicants for examination are required to pay all fees imposed by
the Plumbing Council.
