No person or corporation shall construct, open or dedicate any
street or any drainage facilities in connection therewith for public
use or travel in the Borough of Ridley Park without first submitting
suitable plans thereof and obtaining the approval of the Council to
such plans. Such plans shall show the profiles of such streets, the
course, structure and capacity of any drainage facilities and the
method of drainage of the adjacent or contiguous territory, and also
any other or further details that may be required by the Council.
The Council may, in its discretion, require a completion bond in appropriate
cases.
No building permit shall be issued by the Building Inspector of the Borough of Ridley Park for the erection or construction of any dwelling or building whatsoever on any street unless and until all of the provisions of this Part
2 have been complied with and the Council has approved the street plans provided for in §
180-26 hereof.

Any person who shall construct, open or dedicate any street
or any drainage facilities in connection therewith for public use
or travel in the Borough of Ridley Park without having first complied
with the provisions of this Part 2 shall, upon conviction thereof
before any District Justice, be sentenced to pay a fine not exceeding
$600 together with the costs of prosecution and, in default thereof,
shall be committed to the prison of the County of Delaware for a period
of not more than 30 days.
