In all matters wherein the City Solicitor, by reason of having acted as counsel or attorney for clients, having interests adverse to the interest of the city prior to his appointment as City Solicitor or by reason of personal relationship or otherwise, considers himself disqualified to represent the city's interest in a particular matter, he shall so notify an assistant City Solicitor who shall thereupon assume and perform all of the duties of the City Solicitor in connection with such matter.
