Any organization contemplating the solicitation of the public for funds, either directly or by selling merchandise, advertising or services, where it is represented that the proceeds of such solicitation or any part thereof are to be used for purposes of charity, benevolence or patriotism, and where any person engaged or to be engaged in such solicitation receives or is to receive compensation or reward for such services, must, before engaging in such enterprise, file an application with the Director of the Department of Public Safety and obtain a license therefor.
Each application filed under this article shall be open to public inspection, shall be made under oath by an authorized officer of the organization for whose benefit the solicitation is to be conducted, and must set forth:
A. 
The name and address of the organization for whose benefit the solicitation is to be conducted.
B. 
The amount of compensation or rewards to be paid solicitors.
C. 
The necessity for and purposes of the solicitation.
D. 
A certificate of registration from the Department of State issued in accordance with the Act of August 9, 1963 (P.L. 628), as amended.[1]

E. 
The name and address of the organizer or promoter and all financial arrangements for services as such.
Upon payment of a fee of $5, the Director of the Department of Public Safety may, in his discretion, issue a numbered license for solicitation to the organization for whose benefit it is to be conducted, provided that such solicitation and the purposes thereof are lawful and not intended to deceive the public, and provided that the license shall not be construed to accord immunity to prosecution for violation of the laws of this state and the ordinances of the City.
No solicitor shall engage in solicitation in behalf of a licensee under this article until furnished by the licensee with an identification card showing the name of the organization in whose behalf he or she is soliciting, the license number under which the solicitation is made and the name and address of the solicitor.
Any license issued under the provisions of this article may be revoked or suspended by the Director of the Department of Public Safety for any fraud or misrepresentation committed by the licensee or its agents.
