Whenever public service companies or any other
person shall dig up any street, avenue, alley or lane in the city,
it shall be the duty of such company or person at all times to keep
the same guarded by fenceboards, boxes or by any other sufficient
means and during the nighttime to keep, at such place one (1) or more
lights and, after the work is done, to replace such street, avenue,
alley or lane in as good condition as before.
Whenever any company or person shall dig up
the space allotted for sidewalk on any street, avenue, alley or lane
in the city, for the purpose of excavating a cellar, cellar-way or
vault, such company or person shall erect over such space a good and
sufficient walk, at least four (4) feet wide and guard the same securely
by railing or otherwise.
Whenever any company or person shall dig or
excavate any cellar or cellar-way on any street, avenue, alley or
lane traveled by the public, such company or person shall keep the
same securely guarded at nighttime by railing or otherwise. If the
Director of the Department of Public Works shall deem it necessary,
the owner or contractor digging or excavating as aforesaid shall keep
a light at such place.
