This Township of South Fayette shall become a participant in the Social Security System, and the benefits of old age and survivors insurance shall be extended to its employees and officers.
The Board of Township Commissioners and the Secretary of the Township of South Fayette in the Commonwealth of Pennsylvania are authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth of Pennsylvania, the state agency charged with the administration of the enabling Act,[1] the plan and agreement required under the provisions of Section 6 of said enabling Act[2] and the Social Security Act, to extend coverage to the employees and officers of this, the Township of South Fayette, and to do all other things necessary to that end.

The plan and agreement for extending social security coverage to the employees and officers of this, the Township of South Fayette, shall specifically provide for the exclusion of the following services:
A. 
Service performed by an employee in a policeman's or fireman's position covered by a retirement system on the date the agreement between the Secretary of Health, Education and Welfare and the commonwealth is made applicable to his coverage group.
B. 
Service performed by an employee who is employed to relieve him from unemployment.
C. 
Service performed in a hospital, home or other institution by an inmate thereof.
D. 
Covered transportation service [as defined in Section 210(1) of the Social Security Act].
E. 
Service (other than agricultural labor or service performed by a student) excluded from employment by any provision of Section 210(a) of the Social Security Act, other than Paragraph (8) of such section.
F. 
Services performed by an employee who is eligible to become a member of a retirement system as to which the Governor has not issued a certificate to the Federal Secretary of Health, Education and Welfare in accordance with Section 218(d)(3) of the Social Security Act.
G. 
Services of an emergency nature, election officials and others hired on a part-time basis for a specific function.
The Township of South Fayette Treasurer shall be and he is hereby authorized to make all required payments into the Contribution Fund established by Section 7 of said enabling Act[1] and to establish such system of payroll deductions from salaries of officers and employees as may be necessary to their coverage under the old age and survivors insurance system.

The Board of Township Commissioners of Township of South Fayette hereby appropriate from the proper fund or funds of the said Township of South Fayette the amounts necessary to pay into the Contribution Fund as provided in Section 4 of the enabling Act and in accordance with the plan or plans and agreement.
The proper officials of the Township of South Fayette shall do all things in accordance with the provisions contained in the plan and agreement necessary to the continued implementation of said old age and survivors insurance system.
The Township of South Fayette shall become a participant in the Social Security System, and such participation shall commence as of July 1, 1957.
