The Township of Straban hereby adopts a recreation plan as more fully
set forth in a resolution adopted at or near the time of adoption of this
chapter, which plan may be revised from time to time by resolutions of the
Board of Supervisors. The purpose of the plan, and revisions thereof, is to
provide centralized locations for the recreation and amusement of Township
residents, and to allow the provision of decentralized parks and playgrounds
accessible to the residents in developments that have been the source of lands
for such parks and playgrounds.
The Treasurer of the Township of Straban shall establish a separate
account for the deposit of any and all monies collected by the Township as
a fee in lieu of the reservation and dedication of lands by developers, and
monies collected by donation or other fund-raising activities which are specifically
designated for recreational and/or park purposes. The account shall be an
interest-bearing account maintained in a financial institution insured by
the Federal Deposit Insurance Corporation or similar federally sponsored agency.
The Treasurer shall maintain detailed records of the source and amount of
each deposit into the account and the amount of interest earned upon the deposit
while the monies are retained in the account. Unless otherwise directed by
the Board of Supervisors, the money first deposited into the account shall
be the money first withdrawn from the account for any park and/or recreation
purposes.
The Board of Supervisors may, if it so chooses, appoint a Recreation
Board pursuant to the Second Class Township Code (53 P.S. § 67204)
consisting of five members. The Recreation Board, if so appointed, shall be
governed by the provisions of the Second Class Township Code. Until such time
as a Recreation Board is appointed, the recreation plan of the Township shall
be administered by the Board of Supervisors.
