The Lawnton, Oakleigh and Oberlin-Enhaut-Bressler Sewer Districts of Swatara Township are connected to and discharge sanitary sewage and industrial waste into the advance wastewater treatment facility of the City of Harrisburg, pursuant to the second supplemental agreement dated September 15, 1976, among the City of Harrisburg, the Harrisburg Sewage Authority and various suburban municipalities, including Swatara Township, as well as the supplements and amendments to such agreement. It is incumbent upon the City of Harrisburg and, therefore upon Swatara Township and the Swatara Township Authority, pursuant to the provisions of second supplemental agreement of September 15, 1976, and its supplements, to comply with the Federal Water Pollution Control Act, also known as the Clean Water Act of 1977, as amended, 33 U.S.C. § 1251 et seq., in relation to pretreatment of industrial waste collected and discharged into the advanced wastewater treatment facility of the City of Harrisburg. The purpose of this Part 5 is to implement, as appropriate, provisions necessary to effectuate such compliance. Inasmuch as it is principally the City of Harrisburg which will be administering and enforcing the provisions of this Part 5, the references in the Part 5 to the City of Harrisburg are intentional and proper.
