A. The owners, tenants, occupiers and all others having
charge, control or superintendence of any lots, lands, houses, stores,
buildings and all other premises fronting on any public street or
highway in the Township of Swatara shall clean, remove or cause to
be cleaned or removed from the sidewalk pavement in front of the respective
premises of each, all of the snow, ice, hail or sleet thereon fallen
or formed within 24 hours after the same have ceased to fall or to
be formed.
B. No owner, tenant, occupier or other person (natural
person, partnership, corporation, association or any other legal entity)
who removes snow, ice, slush or any combination thereof from the sidewalks,
or any other place outside the existing cartway (portion of a street
or highway improved, designed or ordinarily used for vehicular travel,
of any public street, road, highway or thoroughfare) shall place,
deposit or cause to be placed or deposited such snow, ice, slush or
any combination thereof on or immediately next to a fire hydrant or
on any public street, road, highway or thoroughfare or loading and
unloading area of a public transportation system or school bus system,
except that such snow, ice, slush or any combination thereof may be
mounded by the Township of Swatara on public cartways incident to
the cleaning thereof.

Any person who shall violate any provision of
this article shall, upon conviction thereof, be sentenced to pay a
fine of not less than $30 nor more than $600 and costs of prosecution,
or, in default of payment of such fine and costs, to undergo imprisonment
for not more than 30 days. Every day that a violation of this article
continues shall constitute a separate offense.
