No person, partnership, firm or corporation shall distribute any circular,
handbill or other advertising matter whatever in the Borough of Trafford without
first having obtained a permit therefor from the Mayor. The fee for such permit
for each person engaging in such distribution shall be set forth form time
to time by resolution of the Borough Council per day or fraction thereof;
provided, however, that no permit shall be required to distribute any noncommercial
literature within the borough.
No person, partnership, firm or corporation shall distribute any circular,
handbill or other advertising matter whatever in the Borough of Trafford by
casting or scattering the same upon any of the streets, sidewalks, alleys
or public places in the borough; provided that this shall not prevent any
person from handing any noncommercial literature or other printed matter,
upon any of the streets, sidewalks or alleys in the borough, to any person
willing to receive the same.

Any person, partnership, firm or corporation violating any of the provisions
of this chapter shall, upon conviction thereof, be sentenced to pay a fine
of not less than $100 nor more than $1,000, and costs of prosecution, or to
imprisonment in the county jail for not more than 30 days, or both.
