A. 
The Borough of Trafford hereby designates the following streets as four-hour free parking zones from 8:00 a.m. through 5:00 p.m. Monday through Saturday, with parking prohibited at all times from 2:30 a.m. to 7:00 a.m.:
(1) 
Cavitt Avenue from 307 Cavitt to 514 Cavitt.
(2) 
4th Street from Brinton Avenue to Duquesne Avenue.
(3) 
5th Street from Brinton Avenue to Duquesne Avenue.
The above streets shall be designated as the "Cavitt Avenue Restricted Area."
B. 
The Borough of Trafford hereby designates the following parking lots as four-hour free parking zones from 8:00 a.m. through 5:00 p.m. Monday through Saturday with overnight parking allowed:
(1) 
The two Borough-owned parking lots with entrances on Cavitt Avenue.
C. 
The Borough of Trafford hereby designates the following parking lot as a four-hour free parking zone from 8:00 a.m. through 5:00 p.m. Monday through Saturday with parking prohibited at all times from 2:30 a.m. to 8:00 a.m.:
(1) 
The Borough-owned parking lot with an entrance on 4th Street (directly outside of the Manchester Room).
D. 
The Borough of Trafford hereby allows any Borough-owned parking lot to be designated as "event-only parking" when so deemed necessary and said parking lot(s) shall be posted at least one day ahead of said event.
E. 
The Borough of Trafford hereby designates parking spaces located at 509 and 513 Cavitt Avenue as a loading zone/no public parking from 7:00 a.m. through 5:00 p.m. Monday through Friday.
F. 
Residents living within the Cavitt Avenue Restricted Area may obtain a parking permit to park between 2:30 a.m. and 7:00 a.m. within the Restricted Area. Parking permits are limited to one permit per residential unit. Parking permits will be issued for a one-year period. The fee for the permit is initially set at $50. The permit is only valid within the Cavitt Avenue Restricted Area. Permit holders shall not park on the West side of Cavitt Avenue on Monday between 2:30 a.m. and 7:00 a.m. Permit holders shall not park on the East side of Cavitt Avenue on Tuesday between 2:30 a.m. and 7:00 a.m.
G. 
Businesses located within the Cavitt Avenue Restricted Area may obtain (a) parking permit(s) for use in a Borough parking lot for the employees of the business. A business may purchase up to 12 permits for its employees. The annual fee for one to 12 permits shall be initially fixed at $75. A business may purchase additional permits at an annual fee of $10 per permit. Parking is prohibited in the 4th Street Lot adjacent to the Manchester Room under this subsection.
H. 
Parking in the space located in front of 411 Cavitt Avenue is hereby limited to those persons having business at the United States Post Office. Parking in this space is limited to a ten-minute time period between 7:00 a.m. and 5:00 p.m.
It shall be unlawful and a violation of the provisions of this article:
A. 
Cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking non-meter zone as herein described.
B. 
Park any vehicle across any line or marking of a parking space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings.
Any person who violates any provision of this article shall be issued a Borough parking violation notice; said notice shall contain instructions to the owner or driver of the vehicle that payment of the sum of $15 shall be paid within five business days after the time of the notice. Any person who fails to pay the Borough parking violation notice within the above-prescribed time period shall be issued a Pennsylvania State Citation and upon conviction be sentenced to pay a fine issued by the district magistrate in accordance with the vehicle laws of Pennsylvania Title 75. Payments may be made at the Borough offices during regular business hours or be placed in the payment box outside of the Borough offices located at 414 Brinton Avenue.
