There is hereby created in Upper Merion Township a Board to be designated
as the "Upper Merion Township Media Communications Advisory Board."
The Media Communications Advisory Board shall consist of seven (7) members
who shall be appointed by the Board of Supervisors. Members of the Board shall
serve staggered terms of not more than three (3) years. The members of the
Board shall serve without compensation.
The Media Communications Advisory Board shall elect from its own membership
its own officers and shall make, alter and rescind rules and forms for its
procedure, consistent with the ordinances of Upper Merion Township and the
laws of the Commonwealth of Pennsylvania and the United States of America.
The Board shall keep full public records of its business and shall submit
a report of its activities to the Board of Supervisors as shall be required
by the Board of Supervisors.
The Board created herein shall have the following purposes:
A. To promote and develop the best use by the township of
all media communications services available in Upper Merion Township.
B. To advise utilization of all forms of media for the dissemination
of information pertaining to the Upper Merion Township Community.
C. To study, review and make recommendations for the purchase
of equipment necessary to utilize media communications.
D. To develop ideas for local programming on the public
and government access channels and ways to utilize the media for the dissemination
of information.
E. To make recommendations to the Board of Supervisors for
specific ways to utilize media and, upon authorization by the Board of Supervisors,
to develop such strategies for media utilization.
F. To act as a liaison with the township cable television
franchisee in order to advise the Board of Supervisors on the operation of
cable technology within the township.
G. To review operating and capital budget requirements for
the operation of media communications and to make recommendations to the Board
of Supervisors for expenditure of township funds for such purposes.
The Media Communications Advisory Board shall meet on a monthly basis
and shall solicit the cooperation of residents and citizens in Upper Merion
Township for ideas concerning the use of all forms of media communications
available.
The Media Communications Advisory Board shall make periodic reports
to the Board of Supervisors concerning the use of the different media communicators,
including recommendations for local programming, proposed expenses and purchases
of equipment.
The Board shall make no expenditures without the prior approval of the
Board of Supervisors. When authorized by the Board of Supervisors, the Media
Communications Advisory Board may contract for experts and other consultants
for such technical services as it may require.
