The Upper Merion Township Community Center Complex Advisory
Board ("Board") is hereby established by the Board of Supervisors.
The Board shall consist of seven Township citizens appointed
by the Board of Supervisors for a term of five years or until their
successors are appointed, except that the initial members of the Board
shall be appointed for terms of length such that not more than two
members' terms expire on the same year. The members of the Board
shall serve without compensation. The Chairperson of the Board shall
promptly notify the Board of Supervisors of any vacancies on the Board,
and such vacancy shall be filled for the unexpired term by the Board
of Supervisors.
All members of the Board shall be Upper Merion Township residents
and active members of the Community Center for the terms of their
appointments. One member of the Board must currently be serving on
the Township Park and Recreation Board. One member of the Board must
serve as a representative from the Township Senior Service Center.
A member of the Board shall be immediately and automatically
removed if, at any time during the member's term, such member
no longer maintains a residency in the Township, fails to be an active
member of the Community Center, or is no longer representing the Park
and Recreation Board or Township Senior Service Center if Board membership
was for such purposes. Additionally, any member of the Board once
qualified and appointed may be removed from office for malfeasance,
misfeasance or nonfeasance in office or for other just cause by a
majority of vote by the Board of Supervisors taken after the member
has received 15 days' advance notice of the intent to take such
a vote. A hearing shall be held in connection with the vote if requested
by the member in writing. Any appointment to fill a vacancy created
by a removal shall be only for the unexpired term.
The Board shall elect its own Chairperson, Vice Chairperson,
and Secretary, and create and fill such other offices as it may determine.
Officers shall serve annual terms and may succeed themselves. Subject
to the approval of the Board of Supervisors, the Board may make and
alter bylaws and rules and regulations to govern its procedures, provided
that such are consistent with the ordinances of Upper Merion Township
and the laws of the Commonwealth of Pennsylvania.
The Board shall serve solely in an advisory capacity to initiate,
provide, and recommend to the Township Board of Supervisors, from
time to time, plans for the improvement, maintenance, equipping, operating,
financing, and regulating of the Community Center Complex; to advise
the Board of Supervisors on all matters pertaining to the Community
Center Complex, including each fiscal year's proposed operating
budgets; and to be responsible for policy decisions relative to the
Community Center Complex and the continuing study of development of
recreation trends and policies in future years.
The Board of Supervisors may appropriate funds on an annual
basis to support activities of the Board. Any expenditures requested
by the Board shall be on forms provided by the Township and shall
conform to the Township budget, appropriate Township ordinances and
resolutions, and state and federal laws governing purchasing and expenditures.
The Board shall keep a full record of its business and shall
no less than annually make a written report of its activities to the
Township Board of Supervisors. Interim reports may be made as often
as may be necessary or as requested by the Board of Supervisors.
