Unless a different meaning clearly appears from
the context herein, the following words shall be construed as defined
in this section:
AUTHORITY
The Upper Merion Township Authority.
BUILDING SEWER
That part of the sewer line from the service lateral to a
point, measured perpendicularly, 10 feet from the outer wall of the
building to be served.
SERVICE LATERAL
That part of the sewer line from the sewer system to the
curbline or to the property line if there is no curbline.
SEWER CUSTOMER
The party, whether owner or tenant, contracting for service
to a property as hereinafter classified:
A.
A building under one roof and occupied by one
family or business.
B.
A combination of buildings in common enclosure,
occupied by one family or business.
C.
One side of a double house having a solid vertical
partition wall, occupied by one family or business.
D.
One side or part of a house occupied by one
family or business, even though plumbing fixtures are used in common.
E.
Each apartment in a building having more than
one apartment.
F.
Each apartment, office or business in a building
having a number of apartments and offices and businesses.
G.
Each trailer occupied by one family or business.
SEWER RENTAL
That quarterly charge for direct or indirect connection with
and the use of the sewer system of the Authority.
SEWER SYSTEM
The main sewers that are constructed by the Authority.
Before any connection shall be made to the sewer
system, an application for permission to connect to the collecting
sewer in an abutting street, lane, alley or other public highway shall
be made in writing by the owner to the Township Manager. This application
shall be made only in those cases where the owner is not connected
with any housing development having sewer collection lines but is
an individual owner.

No person, firm or corporation may perform plumbing work on any facilities which are to be connected directly or indirectly into the sanitary sewer system without first obtaining a permit from the Township Manager or his authorized representative, the cost of which permit shall be as provided for in Chapter
A173, Fees. Such person, firms or corporations must have a current, valid master plumber's license and registration in Upper Merion Township according to § 123-5A of Chapter 123, Plumbing and Sanitation.
All connections to the sewer system shall be
made in compliance with the rules and regulations adopted hereunder
by the Board of Supervisors of Upper Merion Township to carry out
the intent and purpose of this article. Such rules and regulations
shall be approved by resolution of the Board of Supervisors and, when
so approved, shall have the same force and effect as the provisions
of this article. Said rules and regulations may be amended, modified
or repealed by resolution of the Board of Supervisors.

Any person, partnership or corporation who or which shall violate any of the provisions of this article or the rules and regulations adopted hereunder, upon summary conviction therefor, shall pay to the Township a fine as set forth in Ch.
1, General Provisions, Art.
III, General Penalty Provisions, plus costs of prosecution. Upon failure to pay the fine and costs imposed, the defendant may be sentenced to suffer imprisonment for a period not exceeding 30 days. If, after such person, etc., shall have been notified by the enforcement officer of the Township or by service of a summons or other process that a violation has been committed and such violation is continued, each day that such violation is continued shall constitute a separate offense, punishable by a like fine or penalty.
Ordinance No. 83 of Upper Merion Township is
hereby repealed in its entirety by the adoption of this article.
