The Warwick Township Board of Supervisors, in order to collect Township
taxes in a more efficient and equitable manner, hereby enacts the following
article requiring owners of certain leased properties situate in the boundaries
of the Township to report the name and address of the tenant or tenants of
the leased property, and prescribing a system of tenant registration.
It is hereby ordained that all owners of property leased for either
residential, commercial, institutional, or industrial occupancy shall annually
report the home address of residential tenants, and/or the principal office
address of commercial, institutional, or industrial tenants. Such reporting
shall occur by January 31 of each new year. This requirement shall be independent
of all other sections of this article including §§ 151-3
and 151-4 regarding preparation and mailing of forms.
The Board of Supervisors of Warwick Township shall, within 45 days of
the adoption of this article, appoint a person or persons whose duty shall
be to compile and maintain a compilation of all residential, commercial, institutional,
and industrial real estate leased within the boundaries of the Township. In
addition, the above appointed person or persons shall maintain a compilation
of the tenants occupying said real estate. Vacancies in the office of the
registration official shall be filled within 30 days.
Warwick Township shall provide forms to be used for the registration
of tenants in leased properties within the boundaries of Warwick Township.
The preparation of these forms shall be accomplished within 60 days of the
adoption of this article. The initial mailing of these forms shall be accomplished
within 90 days of the adoption of this article. All subsequent mailings shall
be accomplished biannually, at a date deemed appropriate by the Registration
Officer. Also required on the form shall be the name or names and addresses
of tenants who have vacated the property within six months of the date of
the mailing of the form. Owners of real property which is currently leased,
or which has been released during the previous calendar year, shall complete
the form and forward it to the Township within 15 days of the receipt of same.
The provisions of this article are declared to be for the health, safety,
and welfare of the citizens of the Township and persons violating any provisions
of this article, upon conviction before the District Justice of the Court
of Common Pleas of Bucks County, shall be subject to a minimum fine not less
than $600. Each year within which a report is not filed shall be deemed to
constitute a separate offense.
