The Township Roadmaster is hereby designated as the Township Parking Enforcement Officer and shall be responsible for the enforcement of the Township parking ordinances and regulations. The Roadmaster shall have the powers of a police officer limited to those necessary and proper for the enforcement of parking laws. It shall be the duty of the Roadmaster to check the no-parking areas in the Township for violations and to generally enforce the parking ordinances and regulations of Washington Township.
The Township shall have parking tickets prepared to be issued by the Township Roadmaster to violators of the Township parking ordinances. The parking tickets shall include, but not by way of limitation, the location where the offending vehicle was parked, the make and model of the vehicle, the license plate number of the vehicle, the date and time of the violation and a notice that the owner or driver of the vehicle may pay the sum of $5 to the Township Secretary within 48 hours after the time of the issuance of the parking ticket or $7 within 72 hours after the time of the issuance of the parking ticket; otherwise, the violator may be prosecuted and, upon conviction, be sentenced to pay a fine of not less than $15 or more than $25, together with costs of prosecution.
A. 
The Township Roadmaster shall complete the parking ticket, sign his name thereto and either hand it to the driver of the vehicle or, if the driver is not available, place it on the windshield of the vehicle.

If the violator pays the amount specified on the parking ticket within the time specified on the ticket (within 48 hours or 72 hours), the matter will be concluded without institution of a criminal proceeding.
C. 
If the violator makes no response within the time specified (within 48 hours or 72 hours) or if the violator indicates the desire to plead not guilty and the Township desires to proceed with the case, the Township Roadmaster must determine the identity of the vehicle owner from the Pennsylvania Department of Transportation and then institute a criminal proceeding by filing a citation directly with the proper District Justice pursuant to Pennsylvania Rule of Criminal Procedure 95(a).
D. 
Upon the filing of the citation by the Township Roadmaster, the case shall proceed in the same manner as other summary cases instituted by filing a citation, in accordance with Pennsylvania Rules of Criminal Procedure 61 through 64, inclusive.
