A West Lampeter Township Park and Recreation Board is hereby created
for West Lampeter Township, the members of which shall be appointed by the
Board of Supervisors. The Park and Recreation Board shall consist of five
members, all of whom shall be residents of West Lampeter Township.
The members of the West Lampeter Township Park and Recreation Board
shall serve for terms of five years or until their successors are appointed.
In order that the terms of not more than two members shall expire in one year,
the first member of the Board shall be appointed for a term of one year, the
second member of the Board shall be appointed for two years, the third member
of the Board shall be appointed for three years, the fourth for four years
and the fifth for five years. After the initial appointments, the subsequent
terms of appointment shall be for full five-year terms. Vacancies in the Board
occurring otherwise than by expiration of term shall be filled for the unexpired
term in the same manner as original appointments. All members shall serve
without pay. Members of the Board may be removed from office by the Supervisors
for neglect or dereliction of duty.
The Board members shall elect their own Chairman and Secretary and select
all other necessary officers to serve for a term of one year.
The powers and duties of the Board shall be as follows:
A. The Board shall monitor and review the recreational needs
of the Township and shall advise the Supervisors as to possible location,
siting and development of park lands within the Township.
B. The Board shall assist the Supervisors in
the planning of parks and recreation, including locating and coordinating
financing for potential park sites and recreational programs.
C. The Board shall not employ any personnel or consultants
without the express approval of the Board of Supervisors.
D. The Board may make recommendations to the Supervisors
regarding selection, standards and qualifications of personnel or consultants
employed or to be employed by the Township for the purpose of recreation and
parks. Any recommendations of the Board shall be subject to the approval of
the Supervisors and acted upon by the Supervisors as they see fit.
E. The Board shall not own real or personal property or
maintain a treasury or bank account without the express approval of the Board
of Supervisors.
F. The Board shall submit an annual report to the Township
Supervisors that includes an analysis of the community recreation areas, facilities
and leadership, with particular reference to the extent and adequacy of the
programs and their effectiveness in view of the public expenditure involved.
G. The Board shall have the power to adopt rules and regulations
for the conduct of all business within its jurisdiction as stated herein.
