This article shall be known as the "West Whiteland Township Plumbing Code."

Except as amended and modified by the Pennsylvania Uniform Construction Code contained in 34 Pennsylvania Code Chapters 401 through 405, the International Plumbing Code, as published by the International Code Council, Inc., is hereby adopted as the Plumbing Code of West Whiteland Township for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems in the Township with additions, insertions, deletions, and changes prescribed in § 129-34 of this article.
The International Plumbing Code is amended and changed in the following respects:

H. 
Section 305.6, add the following sentence after "below grade":
305.6 The minimum frost depth for West Whiteland Township is 36 inches, and water services shall be a minimum of 42 inches below finished grade.
I. 
Section 305.6.1(I), insert the following: "The minimum depth of septic tank connections shall be 36 inches and for building sewers, a minimum of 36 inches below grade.
J. 
Addition to Section 608.13, after the last sentence, to read as follows:
The minimum backflow protection shall be double-check-valve assembly, equal to Watts No. 7 or equal. Backflow preventers shall be installed above ground on all residential and nonresidential water supply lines.
K. 
Add a new Section 703.6 to read as follows:
703.6 Minimum exterior building sewer shall be four inches.
L. 
Add a new Section 703.7 to read as follows:

703.7 Exterior Building Sewer: The exterior building sewer shall be installed with piping materials as permitted by the West Whiteland Township Plumbing Code bedded in No. 1B or No. 2B stone of not less than six inches in depth and shall have not less than six inches of the cover of the same. Pipe shall be extended to within five feet of the building. All risers and stacks shall have solvent weld glue Ts, or other approved materials, approved prior to installation.
M. 
Add a new Section 703.8 to read as follows:
703.8 Stream Crossings: All stream crossings require approval of the Pennsylvania Department of Environmental Protection.
N. 
Add a new Section 703.9 to read as follows:
703.9 Connections to West Whiteland Township's sewer system shall be made into a lateral or wye left for that purpose. Where no lateral or wye has been provided, a minimum six-foot section of main shall be removed and SRD-35 pipe and wye with fernco's shall be installed. The trench and pipe shall be backfilled with 2B or 2A stone.

Add new Sections 712.5, 712.5.1, 712.5.2, 712.5.3 and 712.5.4 to read as follows:
Individual grinder/sewer ejector pumps for single-family and one- and two-family dwellings homes.
712.5 Installation: Installation shall consist of dual alternating or single grinder/sewer ejector pumps. If a single pump is used, the following shall be provided: pump failure warning light and horn. The pump shall be sized for the flow and pressure requirements.
712.5.1 Pumps: Pumps shall be installed in a watertight tank. All tanks shall be underground with a gastight lid and properly vented as per manufacturer's specifications. The exterior of the tank shall be coated with bituminous material. The use of existing septic or holding tanks shall not be permitted.

712.5.2 Controls: Systems shall be provided with their own circuit and control panel with manual and automatic pump capacity. All devices and pumps shall meet all requirements of the National Electrical Code. An owner's manual shall be provided.
712.5.3 Piping: All piping shall be of approved material and approved prior to installation. All piping is required to be bedded in 2A or 2B stone.
712.5.4 Alternative Method: Alternative methods or materials are permitted with the approval of the plumbing official prior to the installation.
P. 
Section 904.1, insert "eight inches above roofline."
Q. 
Add a new Section 1113.2 to read as follows:

1113.2 Sump pumps are not permitted to be discharged into West Whiteland Township's sanitary sewage system at any time. If observed, the owner shall be notified that he/she/it has 24 hours to correct the violation or be subject to penalties listed under this article. Floor drains may only discharge to the West Whiteland Township sanitary sewer system upon approval by the Code Official.
Ordinance No. 351, dated April 27, 2007, as amended, of West Whiteland Township, is hereby repealed.
Nothing in this article hereby adopted shall be construed to affect any lawsuit or proceeding pending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed by § 129-35 of this article; nor shall any suit or legal right or remedy of any character be lost, impaired, or affected by this article.
The granting of any permit or registration certificate, the performance of any review or inspection, or any other action taken under this article by the Township or any of its designated officials shall not constitute a representation, guaranty, or warranty of any kind by the Township or any of its officials or employees as to the quality, workmanship or effectiveness of any construction or repairs and shall create no liability upon or a cause of action against the Township, its officials or employees for any property damage or personal injury that may result from any such construction or repairs.
