The position of Township Manager is hereby established in and for the
Township of Worcester, Montgomery County, Pennsylvania.
The Township Manager shall be appointed for an indefinite term by a
majority of all members of the Board of Supervisors. Unless otherwise specified
in a written contract, the Manager shall serve at the pleasure of the Board
and may be removed, with or without cause, at any time by a majority vote
of all of its members.
Before entering upon his or her duties, the Township Manager shall give
a bond to the Township, with an approved bonding company as surety, in the
sum of $100,000, conditioned upon the faithful performance of his or her duties,
with the premium for such bond to be paid from the general fund of the Township.
The salary of the Township Manager shall be fixed from time to time
by resolution or by specific identification of such compensation in the annual
budget of the Township. Such resolution or identification may reflect contractual
arrangements previously made between the Township and the Township Manager.
The Township Manager shall be the chief administrative officer of the
Township and shall be responsible to the Board of Supervisors as a whole for
the proper and efficient administration of the affairs of the Township. The
powers and duties of administration of all day-to-day Township business shall
be vested in the Manager, unless expressly imposed or conferred by statute,
ordinance or resolution upon other Township officers.
The office of Township Manager shall, consistent with the Second Class
Township Code of the Commonwealth of Pennsylvania, be deemed incompatible with the office of Township Supervisor.
The office of Township Manager shall not, however, be deemed incompatible
with the office of Township Secretary, Township Treasurer or any other Township
offices or employment except that of Supervisor.
