There is hereby created the office and position of City Treasurer of the City of Binghamton with all of the powers and duties prescribed, imposed and conferred upon the City Treasurer by the Second Class Cities Law, the Supplemental Charter of the City of Binghamton, the Optional City Government Law, the General Municipal Law and all other laws and ordinances of the City of Binghamton applicable thereto.
