Employees, after completion of one year of service, shall be entitled to two weeks vacation; employees with five years of continuous service shall be entitled to three weeks of vacation; and employees with 10 years of continuous service shall receive four weeks of vacation. Employees with 20 years or over shall receive five weeks of vacation in one calendar year.

B.
Vacations shall be taken in the calendar year during which the employee becomes entitled thereto, and no part of such vacation shall be carried over from one calendar year to another unless the pressure of work in a particular department makes it impossible for the department head to grant vacation such year; in such case, the vacation period for that year, or any unused portion thereof, may be added to the vacation to which the employee is entitled during the following year. An employee may appeal the department head's denial of carry-over to the Mayor.
C.
Unused vacation may be paid for at separation, with a limit of 20 days of carry-over.
