Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

Parking shall be prohibited at all times, except for in individual metered on-street spaces, on-street spaces within multispace parking meter zones, or other special marked allowable parking spaces, on the following New Hope Borough streets and roads, all of which are considered to be within on-street parking meter zones:

Borough Council, at its discretion, may provide, at convenient and suitable locations in any one or more of the metered parking spaces, reserved parking spaces for handicapped, and shall designate those spaces by appropriate signs. It shall be unlawful, and a violation of this chapter, for any person to park in any such reserved parking space, any vehicle unless that vehicle bears or displays either a handicapped registration plate, a handicapped parking placard, a disabled veteran registration plate, or a disabled veteran placard.

The following are established as special purpose parking zones for handicapped parking. It shall be unlawful for any person to park a vehicle or to allow it to be parked in any such zone, except as specifically provided for that zone:

B.
The following are established as additional special purpose parking zones. It shall be unlawful for any person to park a vehicle or to allow it to be parked in any such zone, except for the purpose specifically authorized for that zone as set forth in the table below. Where a specific street and/or space is not designated in the table, Council may designate such reserved spaces in each such special purpose parking zone/class upon resolution and attach any reasonable conditions, such as signage and time limits, to the motion approving the reserved space.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the curb of any street, except that standing or parking for the purpose of loading and unloading persons or property shall be permitted on the streets for not longer than necessary for loading and unloading.
It shall be unlawful for any person to stop, stand or park a vehicle in a marked pedestrian crosswalk.
It shall be unlawful for any person to stop, stand or park a vehicle at a curb other than in the same direction as the traffic flow on the side of the street as the vehicle is parked.
It shall be unlawful for any person to stop, stand or park a vehicle within 30 feet of a stop sign.

It shall be unlawful for vehicles to stop, stand or park in a no stopping or standing zone or in an official Borough vehicle only zone.

Vehicles owned by the Borough are exempt from this chapter.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine and penalties as specified in Article XII, Fines and Penalties.

Any person who parks within 15 feet of a fire hydrant and/or in a marked and designated fire zone shall be subject to paying a fine as determined by the Borough Council through the Borough Fee Schedule. The amount of this fine may be modified by subsequent resolution of the Council of the Borough of New Hope without the formality of a specific new ordinance.

Each property owner of a private parking lot will have a minimum of one or more designated parking spaces reserved for persons with disabilities on his or her property and shall mark said spaces with two signs consistent with state law (75 of Pennsylvania Statutes, Section 3353 and Section 3354[1]). The first sign shall state that the space is designated as a handicap space, and the second sign shall state the fine to be levied as specified in Title 75 of Pennsylvania Statutes, Section 3353 and Section 3354. Such signs shall be replaced when they become either obsolete or missing with all costs to replace such signs to be borne by the responsible property owner. A "private parking lot" is defined in accordance with Title 75 of Pennsylvania Statutes, Section 3354, as a parking lot open to the public or used for parking with or without charge.

A.
As set forth in this chapter, New Hope Borough regulates certain on-street and off-street parking spaces through the use of parking meters, either through a single-space parking meter or a multispace parking meter.
B.
It shall be unlawful for any person parking in a vehicle in any parking space regulated by a parking meter, whether a single-space meter or a multispace meter, to fail to operate, start or continue use of the parking meter, such as, by way of example and not of limitation, turning the crank on an single-space parking meter, despite having paid for use of the parking space through any method approved in this Chapter. A person who commits the aforementioned violation shall be deemed to have committed the same parking violation as if no money was placed in the meter or no payment made through an approved alternative method.

Any person who parks in a space marked with a "no parking" sign shall be subject to pay a fine in addition to any penalty or process, including towing, if allowable by law. The amount of this fine may be modified by subsequent resolution of the Council of the Borough of New Hope without the formality of a specific new ordinance.
