Parking meter zones are established upon and
along certain streets in the Borough of New Hope as specified below:

A. The following methods are the approved means of payment for use of
any on-street parking space within an on-street parking meter zone,
whether regulated by a single-space parking meter or by a multispace
parking meter kiosk:

(1) Deposit of coin(s) and/or bills (U.S. currency), where applicable,
in the meter.
(2) Insertion of a valid debit card or credit card in the meter.
(3) Subject to the provisions of Subsection
B below, purchase of parking time using a telecommunication device (i.e., phone, computer, mobile device, etc.) through a payment software application administered by a third-party vendor approved by New Hope Borough.
B. Upon proper registration with the approved third-party vendor, any
driver or operator of a vehicle may pay for use of any on-street metered
parking space regulated by a single-space parking meter through such
vendor's payment software application. Users not registered with the
approved third-party vendor may not use this payment option. The approved
third-party vendor shall be approved and identified by separate resolution
of Council.
C. For users registered to make payment through the payment software
application authorized in this section, additional charges, such as
processing and other similar fees, may be charged by the third-party
vendor for use of the payment software application. These charges
are over and above the parking rates established by the New Hope Borough
Council. Such additional charges are not part of the parking rates
established by the Borough Council, but are set by the third-party
vendor for use of its software program. By electing to pay through
the third-party administered payment software application, the registered
user accepts and consents to the payment of such additional charges.
D. The rates for on-street metered parking will be specified by resolution
of the New Hope Borough Council and shall take effect on the date
established by the resolution.

Use of any and all on-street parking spaces regulated by parking meters under this Article
V shall require payment of the parking meter rates, as designated and approved from time to time by resolution of the New Hope Borough Council, from 10:00 a.m. until 11:00 p.m. daily, Sundays through Saturdays.

A. Single-space meters.
(1) Single-space parking meters installed in the parking meter zones
established under this chapter shall be placed on the curb or sidewalk,
immediately adjacent to the individual parking space or in close proximity
so as to be visible to vehicle operators.
(2) Each single-space parking meter shall be placed or set so as to show
that the on-street parking space served by the parking meter is or
is not legally occupied.
(3) Each single-space parking meter shall indicate by proper legend the
legal parking times and rates established by New Hope Borough. Each
single-space parking meter shall display information sufficient to
enable any registered user paying through the payment software application
administered by the approved third-party vendor to identify the number
assigned to the related adjacent on-street parking space.
(4) When the adjacent space is occupied by a vehicle:
(a)
Where payment is made by depositing currency in the meter or
by inserting a valid debit or credit card, the single-space parking
meter shall indicate on and by its dial, digital indicator and/or
pointer the duration of the period of legal parking, and, on the expiration
of that period, shall indicate illegal parking or overtime parking.
(b)
Where payment is made using the payment software application
administered by the approved third-party vendor, the user shall input
the number assigned to the on-street parking space to the payment
software application and purchase the desired duration of parking
time. It shall not be necessary that the single-space meter indicate
on its display the duration of legal parking purchased by the user
or the expiration of that period. Such information shall be verifiable
by New Hope Borough directly with the third-party vendor.
B. Multispace meters.
(1) In on-street parking meter zones established under this chapter where
multispace parking meter kiosks are utilized, payment for spaces designated
in the on-street parking meter zone is required at a multispace parking
meter kiosk.
(2) The operator of the vehicle is required to enter the license plate information of the vehicle that is parked in the on-street parking meter zone space in the parking meter kiosk, and is to pay in any manner authorized in §
259-48 of this chapter for the amount of time that the operator chooses.

In the on-street parking meter zones established under this
chapter, lines and/or markings may be painted or placed on the roadway
for the purpose of delineating the parking space for which a meter
shall be used. Where such lines are painted and/or placed, every vehicle
parked at any space in an on-street parking meter zone shall be parked
wholly within the lines or markings so placed and applicable to that
space or area. It shall be unlawful and a violation of this chapter
for any person to park a vehicle across any such line or marking,
or to park a vehicle in such a position that the vehicle is not wholly
within the area designated by those lines or markings.

A. Whenever a vehicle is to be parked in any on-street parking space adjacent to or covered by a parking meter, at any time in the period of regulated parking as prescribed this chapter, the operator or driver of the vehicle, upon entering the parking space, shall immediately purchase a desired duration of parking time in a manner approved under §
259-48 of this chapter.
B. Upon making the required payment for legal parking time through a method authorized in §
259-48 of this chapter and placing the parking meter in operation, the on-street parking space may be lawfully occupied by the vehicle for the time indicated on the single-space parking meter, as verifiable through the multispace parking meter kiosk, and/or as registered and verifiable through the payment software application administered by the approved third-party vendor.

C. During the parking meter hours of operation, if any vehicle remains
in any such parking space for such length of time that the single-space
parking meter face indicates by proper signal that the lawful parking
time has expired, or that the multispace parking meter kiosk or the
approved third-party vendor verifies and confirms that the amount
of parking time purchased has expired, that vehicle shall be considered
as having been parked overtime, and the parking of a vehicle overtime
shall be a violation of this chapter.

It shall be unlawful for any person to deposit
in any parking meter installed under the provisions of this chapter
any slug or other substitute for a coin of the United States of America.

It shall be unlawful for any person to park,
or to allow to remain parked, on any of the streets or parts of streets,
any vehicle other than passenger cars, passenger vans, sports utility
vehicles, motorcycles and pickup trucks (which shall not include any
bus, motor home, trailer, or passenger car attached to a trailer of
any kind) between the hours of 11:00 p.m. and 7:00 a.m.

During the hours of parking meter operation, it shall be unlawful, and a violation of this chapter, for any person to permit a vehicle to remain in an on-street parking space in a parking meter zone established under §
259-47 of this chapter when:
A. The single-space parking meter displays a signal indicating that
the lawful time has expired; or
B. Where payment is made through multispace parking meter kiosk or a
payment software application, the parking time purchased for use of
such space has expired.

It shall be unlawful, and a violation of this
article, for any person to deface, tamper with, open or willfully
break, destroy or impair the usefulness of any parking meter installed
under the provisions of this chapter. Nothing in this section shall
apply to the servicing or opening of parking meters by officers, employees
or police officers of the Borough of New Hope under the direction
of the Chief of Police.

A. The Borough
of New Hope shall have the authority to establish no parking, permit
parking, license parking or special multipurpose parking zones within
any on-street parking meter zone, and to remove parking meters where
previously installed.
B. Council
may, by resolution, establish procedures to temporarily waive and/or
suspend the provisions and restrictions of this article with respect
to any or all designated streets, parking spaces, zones and/or public
areas of New Hope Borough.
(1) Such
waiver or suspension shall be in place for such period of time as
may be set forth in the resolution or motion approving the waiver.
(2) When
the provisions of this article are waived or suspended, signs, bags
or other notices advising the public of such waiver shall be conspicuously
posted for the streets, spaces, zones or areas affected.
(3) Where
access to an on-street metered parking space(s) is temporarily restricted
pursuant to this subsection, access to the specific parking space(s)
shall be limited as set forth in the resolution and/or motion of Council
approving the restriction.
(4) No
waiver or suspension of the provisions of this article shall be construed
to give or grant to any person any property right in or to the use
of the street, space, zone or area affected.

Any combination vehicle (vehicles being towed,
or with an attached trailer) is prohibited from parking at any metered
space in the Borough of New Hope.

A. Residents of New Hope Borough who do not have off-street
parking at their places of residence may apply annually to the New
Hope Borough Police Department for licenses to park after 6:00 p.m.
at metered spaces on West Ferry Street, between Stockton Avenue and
Bridge Street. Each residential unit may receive a maximum of two
parking licenses upon proof of vehicular registration at a New Hope
address, license to drive, and insurance of said motor vehicle(s).
Said proof shall be supplied to the New Hope Borough Chief of Police
between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday.
B. The Borough of New Hope Police Department shall issue
licenses to residents as described above. Licenses must be renewed
annually by December 31.
C. When a properly issued parking license is prominently
displayed on the driver’s side dashboard of the motor vehicle
parked at said metered space on the above-described street, the parking
meter for said space need not be activated after 6:00 p.m. for West
Ferry Street, between Stockton Avenue and West Bridge Street.
D. All current year resident permits for Chestnut Street,
Buttonwood Street and Division Street shall be valid parking licenses
for the purposes set forth in this section.
