The Superintendent of Highways shall be furnished with a survey, in triplicate, prepared by a licensed surveyor in the State of New York of the proposed highway.
All boundaries of the proposed road shall be marked with permanent markers at all corners and on tangents of over 1,000 feet. Markers shall be set on the road boundaries at intervals not over 500 feet.
The right-of-way shall be completely cleared of all brush and scrub trees for its full width, 50 feet.
Dead-end streets shall be equipped with turnaround roadway with a minimum radius of 50 feet for outside curb at the closed end.
All drainage structures necessary shall be installed, and be of accepted design, and shall be of adequate size and depth.
All necessary drainage ditches shall be constructed to provide adequate drainage for the proposed road, and easements, when necessary for same, shall be provided by the petitioner.
The proposed roads shall be graded, such grading shall conform to the typical cross section attached hereto, and shall be constructed to grades indicated on a profile of the proposed street or road, such profile to be submitted to the Town Board and comprised a part of the petition requesting the acceptance of said street or road. The grades thus established shall be in accordance with good engineering practice, and shall be so laid out that additional work by the Town will be unnecessary.
All material not suitable for subbase within the limits of the proposed pavement width shall be removed to a depth not less than 15 inches below the proposed finished grade, and excavated areas must be backfilled with no less than 12 inches of compacted hard shale, well-graded gravel, quarry rubble or other satisfactory subbase material for a width of not less than 25 feet.
After thorough compaction, the subbase shall be trimmed to present an even surface, three inches below proposed finished grade and shall be covered with three inches of graded material, acceptable to the Town Superintendent of Highways.
Utility poles shall be set in such a location that they will normally be in back of the curbline, and between the curbline and theoretical sidewalk line.
Any subsurface structures, such as water, gas or sewer lines must be installed previous to application for acceptance of the road by the Town authorities and shall be installed in compliance with good common practice.
Any deviation from any of the above requirements can only be made by a written release from the Town Superintendent of Highways.
Before the completed roadway is accepted by the Town, the contractor must furnish satisfactory guarantee that all bills accrued during the construction of the roadway have been paid in full or make satisfactory arrangements therefor.
Prior to offering to dedicate the road to the Town, the owner shall furnish the Attorney for the Town with a title policy which shall specifically state, among other things, that the lands to be dedicated for a road are free and clear of all encumbrances. The dedication of the road shall be accomplished in exact compliance with Highway Law. The owner shall also furnish the cost of filing the deed in the Ulster County Clerk's Office. The map filed by the owner shall designate the street name. A two-inch by ten-foot steel pole shall be erected together with the name of the street by the owner. Such sign shall be white on green background and shall be on a standard extruded sign blank.
