No person, fraternity, lodge, church or organization of any kind shall
run or conduct in the city any affair of any kind whatsoever, except within
their own organization, for the general relief of the unemployed or needy
without first obtaining from the City Council a permit to do so.
No person, fraternity, lodge, church or organization of any kind, except
within their own organization, shall solicit funds or donations of any kind
within the city for the general relief of the unemployed or needy without
first obtaining from the City Council a permit to do so.
Any person violating any provision of this chapter shall be liable to a penalty set in accordance with Chapter
1, General Provisions, Article
II, General Penalty.
