The Board of Trustees of the Village of Patchogue may, by local law, regulate, restrict and limit parking and traffic in the parking area of a private shopping center pursuant to the authority contained in § 1640-a of the Vehicle and Traffic Law of the State of New York and upon the written request of either the owner or the person in general charge of the operation and control of said shopping center.

A. 
No person shall park a vehicle in the Rose Avenue Shopping Center parking lot except in a designated parking space and except as permitted according to the following hours of restriction in the areas designated.
(1) 
Parking in spaces adjoining the southerly side of the parking lot shall be prohibited between the hours of 9:00 p.m. and 6:00 a.m., except by employee permit.
(2) 
Parking in spaces adjoining the easterly side of the parking lot shall be prohibited between the hours of 9:00 p.m. and 6:00 a.m.
(3) 
Unless otherwise provided for herein, parking shall be prohibited in the southerly sector of the parking lot to a depth of approximately 116 feet, as indicated by a line of demarcation, between the hours of 9:30 p.m. and 6:00 a.m.
B. 
No person shall stop or stand a vehicle in any area which is a fire lane, traffic lane or safety zone.
