The owner must keep the service pipes from main to building,
curb boxes and their plumbing fixtures in good repair, and at their
own expense must prevent all unnecessary waste of water. Owners shall
be liable for such repairs as may be deemed necessary to prevent water
waste, which includes reimbursing the Town for any repairs made by
the Town to prevent undue waste. Upon failure of the owner to comply
with this rule, the Water Department may turn off the water and not
turn it on again until the repairs are made or the Town is reimbursed
for repairs the Town has made to prevent undue waste. In addition
to placing a lien on the property for water charges, the Town may
place a lien on the property for any repairs made by the Town to prevent
undue waste. Owners are warned that high pressures are maintained
in some parts of the district, and the installation of a pressure-reducing
valve may be advisable. The owner is liable for any accidents due
to curb boxes protruding above grade.
