The purpose of this Part 4 is to protect the consumers of the Water district from contamination to the public water supply which could result from the interconnection of separate sources of water with the public water supply. Further, the town finds that any interconnection would be counterproductive to the cross-connection and backflow prevention provisions contained in Part 3 of this chapter. Thus, the town finds that it is necessary to regulate separate sources of water to prevent interconnections with the water district water supply and to recover the administrative costs associated with implementing such regulations.
As used in this chapter, the following terms shall have the meanings indicated:
BOARD
The Town Board of the Town of New Castle.
CLOSED SYSTEM
A plumbing system with no spigots, valves, faucets or other appurtenances extending from any piping to which a connection to another water system or supply may be made.
COMMISSIONER
The New Castle Commissioner of Public Works.
DOMESTIC POTABLE USES
A supply of water for human consumption or other use suitable for residential use, not including irrigation and recreational uses.
IRRIGATION USES
Irrigation uses include watering of plants, grass, shrubbery, as well as agricultural produce and water for consumption by livestock.
OWNER
The person or persons owning, leasing or occupying the premises connected to or being connected to the mains in the water district, who applies for permission to install a separate source of water as set forth in this Part 4.
RECREATIONAL USES
Includes swimming, fishing, boating or other recreational water related activities.
SEPARATE SOURCE OF WATER
A supply or source of water other than from the water district or from another municipal purveyor or supplier of water.
WATER DISTRICT
New Castle Stanwood Consolidated Water District as same may be extended from time to time.
