The Board of Trustees, hereby finds that:

The use of tobacco products, including cigarettes, as determined by the United States Surgeon General, may be harmful to the health and comfort of the user and the nonuser of such products.
B.
Many smokers acquire the habit of using tobacco products as minors, prior to the age of legal consent.
C.
The distribution of cigarettes and other tobacco products to members of the general public for free or at only a nominal charge encourages the use of tobacco products by minors and is detrimental to the public health.
D.
The use of vending machines to dispense tobacco products facilitates the availability of such products to minors and encourages the use of such products by minors and is therefore detrimental to the public health.
