All definitions found in the Vehicle and Traffic
Law of the State of New York (VTL) shall apply to this Article.
No person shall block access to any parking
area or space in the Village which has been designated as a place
for parking for handicapped persons pursuant to VTL § 1203-a
or VTL § 1203-c.

Any person convicted of a traffic infraction
for a violation of any provision of this article concerning the use
of areas or spaces designated as parking places for the handicapped
or the blocking of access to such areas or spaces shall be punished
by a fine of not more than $200 or by imprisonment for not more than
15 days, or by both such fine and imprisonment.
