No person who is not a bona fide resident or citizen of the City of Crisfield shall solicit from the inhabitants thereof alms of any kind or description without first having made application to the City Clerk and procured a license or permit therefor, which permit shall expire after 24 hours from the date of its issue.
It shall be the duty of the City Clerk, upon applications made to him for such permit and before the issuance of said permit, to make an inquiry from the applicant touching his occupation, his place of abode, whether single or married and, if considered necessary by said City Clerk, to require said applicant to furnish credentials as to the standing of said applicant and as to his impecunious or necessitous financial distress.

A violation of this article shall be declared to be an infraction. The penalty for violation shall be $25 for each initial offense and $50 for each repeat offense.
