There shall be constituted and appointed a local Board of Health, in accordance with the provisions of N.J.R.S. 25:3-1 et seq., to consist of seven members.

A. 
The members first appointed under the terms of this chapter shall be as follows:
(1) 
Three of the members' terms shall expire on December 31, 1974.
(2) 
Two of the members' terms shall expire on December 31, 1975.
(3) 
Two of the members' terms shall expire on December 31, 1976.
B. 
Thereafter, all appointments shall be made for a term of three years, except in the case of a vacancy other than by expiration of term, which shall be made for the unexpired portion of the term only.
C. 
All members shall be appointed by the Mayor with the concurrence of the Council, and all vacancies shall be filled in a similar manner.
A. 
The Board of Health shall appoint a Registrar of Vital Statistics, Clerk and Sanitary Inspector, and may also appoint such other officers or assistants as said Board of Health may deem necessary. All appointees of said Board of Health shall be governed by the rules of said Board and may be removed for cause by said Board.
B. 
The Marshals and police of said borough, when on police duty, shall be special sanitary inspectors, and they shall promptly report to the Board of Health every violation of the health ordinances of the borough which may come within their observation or knowledge.
The said Board of Health shall not contract any debt or incur any expense of any kind beyond the amount of the appropriation made for its use by the Council, except that whenever any epidemic of any contagious or infectious disease exists or is threatened or any special need arises for the protection of the public health, and in the judgment of the Board the expenditure of a sum greater than that already appropriated to the Board for the current year is necessary, the Board shall so certify to the Council; thereupon, the Council may appropriate such sum as the Board may certify to be necessary and, if required, the Council may borrow the sum on the credit of the municipality, in accordance with N.J.R.S. 26:3-44, as amended and supplemented.
