As used in this article, the following terms shall have the meanings indicated:
AUTOMATIC ALARM DIALING EQUIPMENT
Includes any and all preprogrammed or automatic alarm dialing attachments or radio reporting devices or any other type of equipment which is utilized to report to the Police or Fire Departments over the telephone wires any message, alarm signal or transmission.
No person, firm or corporation shall install or cause to be installed any automatic alarm dialing equipment without having first registered the same with the Clerk of the Borough of Wanaque. Said registration shall include the type of device utilized, including brand name or manufacturer thereof, serial number, type of device, from whom purchased, method of operation of said device, provisions relating to false alarms and testing procedures, a list of persons to be contacted in the event of an alarm and any other information as may be required by the Chief of Police or his designated officer or agent.
A. 
Upon the filing of said registration, the registrant shall pay to the Clerk of the Borough of Wanaque a registration fee of $25 and thereafter an annual operational fee of $25 for all alarms terminating in the Borough of Wanaque's police headquarters. This fee shall include both direct-leased-line alarms and those utilizing recorded telephone dialing equipment.
B. 
The registration fee shall cover all or part of the first year. The operation fee shall be payable by January 15 of each year, annually, so long as the alarm is in service.
C. 
The registration fee and the annual operational fee shall be waived for senior citizens who have qualified for the state "Lifeline" program, that is, one of the owners of the property shall be at least 62 years of age and the combined income is no more than $9,000 per year.
A. 
In case of a false alarm, any person having knowledge shall immediately notify the Police Department in a manner to be prescribed in § 46-6 herein, in addition, in the case of a false alarm, the Chief of Police or his designated officer or agent shall cause an investigation to be made and keep a record of said alarms on file.
B. 
Any person, firm or corporation shall be in violation of this section for each false alarm responded to after the first four false alarms in each calendar year and shall be liable in a sum not to exceed $50 for each such violation. The Chief of Police, upon proper investigation, shall have the authority to order the discontinuation of alarm privileges, when deemed necessary, for repeated false alarms.
A code designation system shall be instituted by the Chief of Police or a designated officer of the Police Department for each alarm user in order that he may have the opportunity of canceling police response in the event that his device transmits an inadvertent alarm. Such cancellation must be received at police headquarters within one minute after the receipt of the alarm to avoid a false alarm being credited to the alarm user.
Dial alarms or any alarm devices which, when activated, automatically or electronically select a telephone line connected to the police headquarters of the Borough of Wanaque, reporting a prerecorded message requesting police assistance, shall conform with the following regulations:
A. 
Dial alarms shall be coded to dial a special separate number designated as a "code-a-phone." No such devices shall be connected to or be set up to dial police headquarters switchboard telephone lines.
B. 
The total length of the alarm message must not exceed 15 seconds.
C. 
Prerecorded messages must be approved by the Chief of Police or his designated officer in charge of overseeing this system.
D. 
The alarm message shall be transmitted at least two times but no more than three times.
E. 
The alarm device must be provided with an automatic line seizure feature in the event that the code-a-phone line is busy with another alarm call.
F. 
In the event that any person has a dial alarm device in existence at the time of the passage of this article, he shall have 30 days in which to register said device and pay the annual fee.
G. 
All components of such equipment must be maintained by the owner and kept in good repair. Where evidence exists that there has been a failure to comply with the operational requirements of this article, the Chief of Police or his designated officer or agent shall demand that such device be disconnected until such time as compliance with this article is reestablished.
Any person, firm or corporation who or which shall violate any provision of this article shall be liable to a fine not exceeding $50, and each date in which such violation continues shall constitute a separate violation or offense.
