For the purposes of this article, the terms used herein are defined as follows:
The Borough of Wanaque.
Numbers given herein refer to the paragraphs in the "New Jersey State Highway Specifications, 1961."
The Borough Engineer of the Borough of Wanaque.
An improved right-of-way over which there is a public right of passage, and which traverses this Borough from one side to another, and which includes any portion of streets, roads or highways composing it, also including the term "through street."
The Mayor and Council of the Borough of Wanaque.
Any person, firm, association or corporation having an interest in the subject matter of this article, and shall include, for the purposes of this article, the developer, applicant, agent, attorney, engineer or other person representing such "owner" as herein defined.
A general term that describes a right-of-way over which there is a public right of passage, whether improved or unimproved.
A right-of-way over which there is a public right of passage, which serves only a limited portion of this Borough.
Any road or street not meeting the requirements of this article and not having curbs and sidewalks and adequate drainage facilities.
