It shall be unlawful for any person, partnership, association or corporation to conduct within the limits of the Town of Haverstraw any public auction without a permit first had and obtained as hereinafter provided.
Each applicant for such permit shall submit to the Town Clerk his application for such permit, together with a description stating the location and character of the building wherein he expects to conduct such auction and a written statement showing that he is a citizen of the United States and that he has never been convicted of a felony or misdemeanor. If the applicant possesses all the required qualifications, the Town Clerk shall, upon payment by the applicant of the permit fee hereinafter prescribed, issue a permit to such applicant.
The fee for such a permit is hereby fixed at the sum of $50. Such permit shall be effective from the date of issuance until such auction sale for which said permit is issued is concluded, unless sooner revoked, and shall not be transferable.
