It shall not be lawful for any person, company
or corporation to conduct the business of plumbing in the Village
of Irvington, New York, or to make connections with the Village sewers
or with any private sewer or to do any work in relation to the drainage,
ventilating or sewering of any property in the Village of Irvington,
New York, unless he or she is licensed by the Board of Plumbing Examiners,
Westchester County Clerk’s Office.
All construction generally identified as plumbing
shall be in accordance with Article 9, Parts 900 through 907.2, of
Housing and Community Renewal of the New York Codes, Rules and Regulations.
Any person convicted of violating any of the
provisions of any rules and regulations of this Village governing
plumbing, drainage, ventilation and sewer connections shall be liable
to a penalty of $250.
The Plumbing Permit Fee Schedule shall be as
set from time to time by the Board of Trustees and include the charges
for application, inspection, examination, licenses and renewals.
The plans shall consist of such floor plans
and sections as may be necessary to show clearly all the work to be
done, including all the sewers, drains, soil, waste and vent pipelines,
the location of fixtures and their traps and connections.
No modification of approved plans or of the
work described therein will be permitted unless the same has been
previously allowed by the Plumbing Inspector on the written application
of the plumber.
In cases where the plumbing was completed before
these rules and regulations were in force, the application for sewer
connections shall be accompanied by full plans and specifications
as required for new work. If the Plumbing Inspector shall find, upon
inspection of the plans and of the buildings, that the work has been
done in accordance with these rules and regulations, permits will
be granted for sewer connections as provided for new work. If, however,
the work is found not in accordance with the rules and regulations,
such alterations shall be made therein as the Plumbing Inspector shall
direct, to make the plumbing safe to the persons occupying the building
and such as to be of no source of injury or obstruction to the sewer.
In all cases, main soil and waste pipes must extend above the roof;
the drain shall have a trap and air inlet. All traps shall be adequately
protected from siphonage, all pipes shall have sufficient fall and
fixtures shall be safe and clean and provided for proper water supply
for flushing, and the plumbing proved tight, to the satisfaction of
the Plumbing Inspector, under a smoke test.
As the rules and regulations require all work
to be done in accordance with the approved plans, due written notice
must be given the Plumbing Inspector, by the licensed plumber, from
time to time, when any part of the work, including house sewer, drains,
pipelines, connections, etc., is ready for inspection, and no part
of the work shall be covered until it has been examined, tested with
water and approved by the Plumbing Inspector. This section applies
whether the connection is with a public or private sewer.
