For the purpose of interpreting and applying
the terms of this article to regulate the use of municipal parking
areas, the following definitions shall be observed:
PARKING SPACE
A space in a municipal parking area marked or indicated by
lines appearing on the pavement within which a single vehicle is to
be parked.

The following named and described areas and
such other areas as may be included herein by amendment thereto shall
constitute municipal parking areas, namely:
A. The municipal parking area located at the corner of Main Street and
Croton Place ("Aqueduct Lot").
B. The municipal parking area located on the east side of North Astor
Street at the northeast corner of Main Street and North Astor Street
("Astor Lot").
C. The municipal parking area located on Hudson Road West and Ardsley
Avenue West ("Ardsley-on-Hudson Train Station Lot").
D. The municipal parking area located on the west side of South Buckhout
Street north of South Astor Street ("Buckhout Street Lot").
E. The parking area off East Sunnyside Lane ("East Sunnyside Lot").
F. The municipal parking area on the north side of Hudson Road West,
beginning at a point which is 671 feet from the southerly end of the
Ardsley-on-Hudson Train Station Lot and running easterly along the
north side of Hudson Road West, a distance of 403 feet ("Hudson Road
West Lot").
G. The municipal parking area located on the east side of South Astor
Street adjacent to the Burnham Building ("Burnham Building Spaces").
H. The municipal parking area located just south of the intersection
of Broadway and Fieldpoint Drive ("Fieldpoint Lot").

A. No vehicle other than a passenger or suburban vehicle shall be parked in any of the municipal parking areas of the Village of Irvington set forth in §
213-22, and all trucks, tractors, omnibuses, taxicabs, commercial vehicles or any other type or kind of vehicle whatsoever are hereby expressly prohibited from parking or using any of said designated municipal parking areas, except that light commercial vehicles not exceeding 1/2 ton in capacity may use the Buckhout Street Lot, as designated in §
213-22D.
B. No vehicle shall be parked in the municipal parking areas set forth in §
213-22A,
C,
D and
E (Aqueduct, Ardsley-on-Hudson Train Station, Buckhout Street, and East Sunnyside Lots) unless there is attached to said vehicle a special parking permit, issued pursuant to §
213-24, for the then-current period.
C. Vehicles to which there are attached special parking permits as above,
or are otherwise permitted to park under this section, may be parked
in municipal parking areas for which the special parking permit is
valid for a period not exceeding 72 hours.
D. Any provision to the contrary notwithstanding, the Board of Trustees
may by resolution designate parking spaces in any of the municipal
parking areas as an area for general parking and may install parking
meters therein, which said spaces shall be available to the general
public and under such rules and regulations as said Board of Trustees
may establish or fix.
E. Parking regulations for the municipal parking area defined in §
213-22G ("Burnham Building Spaces").
(1) No vehicle shall be parked in a space designated "Residents Parking"
unless there is attached to said vehicle a valid permit issued by
the owner/operator of the Burnham Building housing.
(2) No vehicle shall be parked in a space designated "Library Staff Parking"
unless there is attached to said vehicle a valid Village of Irvington
employee parking permit.
(3) No vehicle shall be parked in a space designated "Library Parking"
unless there is attached to said vehicle a valid Village of Irvington
employee parking permit or the car is being used by a patron of the
library.
(4) No vehicle shall be parked in excess of two hours except a vehicle to which is attached a permit as described in §
213-23E(1) and
(2).
F. Parking regulations for the municipal parking area defined in §
213-22F ("Hudson Road West Lot").
(1) Unless the vehicle has a special parking permit issued pursuant to §
213-24, no vehicle shall be parked for a period of more than three hours between the hours of 8:00 a.m. and 6:00 p.m. on any day, except Saturdays, Sundays and holidays, in the Hudson Road West Lot.
(2) No vehicle shall be parked in the Hudson Road West Lot for a period
longer than one hour between the hours of 3:00 a.m. and 6:00 a.m.
of any day.
G. Parking regulations for the municipal parking area defined in §
213-22H ("Fieldpoint Lot"). No vehicle shall be parked in the Fieldpoint Lot for a period of more than two hours between the hours of 7:00 a.m. and 7:00 p.m.

A. Upon application and submission of proof satisfactory to the Village
Clerk that the applicant is a resident of the Village of Irvington
and payment of a fee, the Village Clerk shall issue a special resident
parking permit for each vehicle for which application is made, which
said special resident parking permit shall permit parking in only
those municipal parking areas for the type of permit issued.
B. If a resident is not the owner of the vehicle, as part of the application
for a special permit, s/he shall certify under oath or affirmation
that the special parking permit applied for is to be used by the applicant
for the vehicle specified and not by any nonresident.
C. Parking permits shall be valid for a maximum period of one year only,
with the year commencing February 1 of each and every year. However,
permits may be issued for periods of six months with the expiration
of each six-month period being on July 31 and January 31 of each and
every year. Permits issued after the start of any six-month period
will expire as above and will be issued and sold only for the full
price for said period.
D. The Village Clerk may issue a special permit to replace one that
has been lost or stolen upon submission of satisfactory proof thereof,
but a fee as set from time to time by the Board of Trustees shall
be charged for such permit.
E. Upon application to the Village Clerk and payment of a fee, the Village Clerk shall issue a special daytime parking permit for each vehicle for which application is made, which said special parking permit shall permit parking between the hours of 8:00 a.m. and 6:00 p.m. in the Aqueduct Lot, as designated in §
213-22A of this article. The applicant for such special daytime parking permit may be either a nonresident or resident of the Village of Irvington.
F. Upon application to the Village Clerk and payment of a fee, the Village Clerk shall issue no more than 15 special daytime permits, which shall permit parking between the hours of 7:00 a.m. and 7:00 p.m. Monday through Friday, except legal holidays, in the Buckhout Street Lot as designated in §
213-22E of this article. Said special daytime parking permits will be valid in the spaces designated in said Buckhout Street Lot for such usage. The applicant for such special daytime parking permit may be either a resident or nonresident of the Village of Irvington.

Special parking permits issued hereunder will
be affixed to the vehicle for which the special parking permit is
issued and shall remain prominently displayed and affixed so as to
be visible upon inspection, and the failure to obtain and display
such special parking permit is a violation of this article. Each parking
permit shall clearly and legibly indicate the period of validity and
shall be in the form prescribed by the Village Clerk. Each special
parking permit, whether used by a resident or nonresident of the Village
of Irvington, shall be nontransferable and shall cover only the vehicle
identified in the permit, subject to any requirements now or hereafter
applicable thereto.
Eating and drinking in any passenger vehicle
while it is parked in any municipal parking area within the Village
of Irvington is hereby prohibited. No person or persons shall remain
within any passenger vehicle which has been driven or placed in a
designated parking space of any municipal parking area longer than
is necessary to place such vehicle within such designated parking
space, and the occupancy of any passenger vehicle by any persons for
any purposes other than the operation of same or placing the same
within any parking area is likewise hereby prohibited, except for
emergency repairs.

The Board of Trustees hereby establishes the
following fines for illegal parking in municipal parking areas:
A. Failure to have the proper parking permit for the
area in which the vehicle is parked, a fine of not less than $20.

B. Failure to park within the designated parking space
and at the proper designated angle, a fine of not less than $5.
C. Failure to remove the vehicle from such parking area
at the expiration of 72 hours, a fine of not less than $5.
D. Parking of other than passenger vehicles in a municipal
parking area, a fine of not less than $10.
E. Using a special parking permit on other than the vehicle
for which it was issued, a fine of not less than $100, and, in addition,
a violation shall constitute disorderly conduct and such person shall
be a disorderly person.

The fee covering resident and nonresident special parking permits, as defined in §
213-24 in the municipal parking areas designated in §
213-22, shall be as set from time to time by the Board of Trustees.
