The purpose of this article is to protect the
public water supply from potential contamination from any premises
due to a backflow into the public water system.
It shall be the responsibility of the owner
of a premises, upon notification by the Village, to install, at his
cost, the cross-connection control device required by the Village
of Irvington and the Department of Health.
Only those cross-connection control devices
approved by the New York State Department of Health may be installed.
A current list of such devices may be obtained from the Water Department
of the Village of Irvington or the Westchester County Department of
Health.
All plumbing work associated with the installation
of cross-connection control devices shall be performed by a plumber
licensed to work in the Village of Irvington.
Owners of existing properties requiring cross-connection
control devices shall be notified by the Village and shall, within
60 days, install the appropriate cross-connection control device.
New facilities that require cross-connection
control devices shall not be granted a certificate of occupancy until
the Plumbing Inspector has certified that the approved cross-connection
control device has been installed.
Personnel of the Village or such agents as may
be designated by the Village of Irvington shall have access to all
properties receiving water from the Village of Irvington for the purpose
of inspecting the installation of a cross-connection control device.
Access shall be during the hours of 8:00 a.m. to 4:00 p.m.
Testing of cross-connection control devices
shall be performed by a state-certified tester at such intervals as
required by the New York State Department of Health. A current list
of certified testers may be obtained from the Water Department of
the Village of Irvington or the Westchester County Department of Health.
The Village of Irvington reserves the right
to terminate water service to any property owner who fails to install
or test a cross-connection control device as directed by the Department
of Health or the Village.
