There is hereby established a new comprehensive zoning plan for the Village of Irvington, New York, which plan is set forth in the text and maps that constitute this chapter. Said plan is adopted for the purposes set forth in § 177 of Article VI-A of the Village Law (Chapter 64 of the Consolidated Laws of the State of New York) which, in the interest of the protection and promotion of the public health, safety and welfare, shall be deemed to specifically include the following, among others:
A. The facilitation of the efficient and adequate provision of public facilities and services.
B. The provision of privacy for families.
C. The prevention and reduction of traffic congestion.
D. The protection of residential areas by, among others, the preservation of such areas from the visual intrusion of nonresidential uses.
E. The enhancement of the appearance of the Village as a whole.
