A.
The Board of Selectmen shall make such rules, orders
and regulations as it, in its opinion, may deem necessary and expedient
for the regulation of carriages and vehicles used and operated in
the Town of Plainville.
B.
Such rules, orders and regulations shall not take
effect until they have been published at least once in a newspaper
having a regular circulation in said Town of Plainville.
