The Board of Public Works is authorized to dispose of excess sand and gravel, soil and/or loam from the area known as the "Town dump" in the following manner:
A.
The Board of Public Works shall invite bids for excess sand, gravel, soil and/or loam from the Town dump by advertisement in the Worcester Telegram and Gazette at least seven days before the date the bids are to be opened, said advertisement to set forth the details in connection with the amount of excess sand, gravel, soil and/or loam available and the manner and time for removal.
B.
The excess sand, gravel, soil and/or loam will be sold to the highest bidder.
