Two Township residents shall be appointed as alternate
members to be designated as Alternate No. 1 and Alternate No. 2, respectively.
The term of an alternate member shall be for two years. An alternate
member may participate in meeting discussions, but may not vote except
in the absence of a regular member.
Alternate No. 2 is hereby appointed and will have an initial term
that will commence at the adoption of this ordinance[1] and will expire on December 31, 2015. Thereafter, the
appointment of Alternate No. 2 shall be for a two-year term to be
staggered with the term of Alternate No. 1.
The member's term shall expire in conjunction with
the initial term of his or her respective position on the Township
Committee, Planning Board, Environmental Commission, or Board of Recreation
Commissioners. The Members at Large shall serve staggered three-year
terms; however, initially the term of one member shall expire December
31, 2007; the term of one member shall expire December 31, 2008; and
the term of one member shall expire December 31, 2009. Subsequently,
each appointment of a Member at Large shall be for a three-year term.
A vacancy on the Council occurring other than by expiration
of a term shall be filled for the duration of the unexpired term by
appointment of the Mayor.
The Open Space Advisory Council shall hold public
meetings, which public meetings shall be held in accordance with the
Open Public Meetings Act, and the Council shall give appropriate notice
of said meetings. The Council shall meet regularly on date or dates
as determined by the members. Special meetings may be called at the
discretion of the Chairperson or Mayor with not less than seven days'
notice in writing to all members.
Four members shall constitute a quorum for the purpose
of the Open Space Advisory Council conducting its business and exercising
its powers and for all other purposes, but a smaller number may adjourn
from time to time until a quorum is obtained. When a quorum is in
attendance, action may be taken by the Open Space Advisory Council
upon the affirmative vote of the majority.
The Open Space Advisory Council shall prepare an "Open
Space and Recreation Plan" subject to the Mayor and Township Committee's
approval detailing which parcels of land should be acquired in fee
and/or those parcels of land from which the Township should acquire
only development rights.
The Open Space Advisory Council shall devise a plan
and methodology for ranking properties subject to the Open Space and
Recreation Plan. Based on this plan and methodology, the Open Space
Advisory Council shall submit to the Mayor and Township Committee
a prioritized list of properties to be acquired in fee and/or properties
from which the Township should acquire only development rights. The
initial prioritized list shall be filed with the Township Committee
no later than October 31, 2007. Upon the Mayor and Township Committee's
approval, the "Open Space and Recreation Plan" shall be submitted
to the New Jersey Department of Environmental Protection, Green Acres
Program no later than February 1, 2008.
The Open Space Advisory Council shall provide guidance
and support to the Township Committee and Planning Board on issues
and matters of open space. The Council shall help create, promote,
and disseminate information regarding the preservation of open space
within the Township. The Council may make recommendations to the Mayor
and Township Committee regarding the hiring of any professionals.
The Open Space Advisory Council shall, on a yearly
basis, provide an accounting as to the utilization and balance of
funds available in the Open Space Trust Fund.
