As used in this chapter, the following terms
shall have the meanings indicated:
OFFAL, REFUSE, RUBBISH, GARBAGE, COMBUSTIBLE AND NONCOMBUSTIBLE
WASTE
These terms are interchangeable and shall include the following:
A.
Refuse, garbage, combustible or noncombustible
waste solids.
B.
Animal or vegetable waste solids resulting from
the handling, preparation, cooking and consumption of food.
C.
Combustible wastes, yard trimmings, rags, wood,
cardboard and waste solids of a nonvolatile or explosive nature.
D.
Nonputrescible solid wastes of both combustible
and noncombustible wastes.
E.
Putrescible and nonputrescible solid wastes,
except body wastes, including garbage, rubbish, ashes and solid market
and industrial wastes.
The following regulations shall be observed:
A. Garbage shall be placed in a suitable receptacle at
the curb as herein described.
B. Papers shall be secured and properly tied into bundles
or other packages in a manner to prevent scattering while waiting
for or during collection. The bundles or packages shall be of a size
and weight to permit ease of handling by one person.
C. Combustible or noncombustible waste of such a nature
that it cannot be deposited in a receptacle shall be securely and
properly tied into bundles or packages to prevent spilling or scattering.
The bundles or packages shall be of a size and weight to permit ease
of handling by one person and shall be packaged or otherwise assembled
in quantities weighing not more than 50 pounds.
D. In no event shall any package, bundle or material
placed for collection be larger than four feet in length, unless prior
notice of 24 hours be given to the person or agency responsible for
collection.
E. Suitable receptacles shall not be placed out for collection
more than 12 hours prior to the day scheduled for collection, nor
shall they remain out at the curb for more than 12 hours after the
day scheduled for collection.
Vehicles shall be properly covered to prevent
the scattering or spilling of rubbish either on private or public
property.
Any authorized refuse collector who shall spill
or scatter any refuse collected by him or her on either public or
private property shall immediately collect such refuse for disposal.
The authorized refuse collector shall not permit the throwing or scattering
of receptacles but shall replace them in an upright position at the
curb.
All authorized refuse collectors shall comply
with state laws, the ordinances of Hazlet Township and the rules,
regulations and orders of the local and state Boards of Health and
State Public Utilities Commission.
Each violation of this article shall be subject to a penalty as set forth in Chapter
475, Article
II, General Penalty, or any subsequent amendments thereto.

Collection times shall be from 6:00 a.m. to 8:00 p.m.
